About the role
- Manage the staff, organization, operation and work plan of the Strategic Asset Management Section
- Contribute to the development of Unit budgets, strategic and operational plans, lead Unit based projects, and provide asset management and operational support to the Program Manager, as required
- Oversee delivery of the strategic asset management functions for the assets managed by the Department
- Define and update asset management practices, processes and guidelines
- Deliver the Department’s share of corporate service based asset management plans, Tangible Capital Asset reporting and benchmarking initiatives
- Support the corporate comprehensive asset management program by leading working groups and assignments aimed at defining and maintaining corporate level policy, strategy, guidelines and work plans
- Develop and update corporate level service based asset management plans and state of the asset reporting
Requirements
- Completion of 4 year university degree in Engineering or Applied Science from a recognized university, preferably in a Civil, Electrical, Mechanical or Municipal Engineering related discipline
- Minimum of 8 years of progressively responsible and direct practical experience in asset management best practices and applications, strategic business planning, engineering planning and rehabilitation of municipal assets including design, operations and maintenance, predictive modeling project/contract management, risk assessments and engineering studies
- Proven leadership and supervisory experience
- Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)
- Knowledge of Operations and strategic asset management principles
- Knowledge of Design, construction, maintenance/operational aspects of large municipal infrastructure systems
- Knowledge of Infrastructure lifecycle models, principles and concepts, rehabilitation techniques and best management practices
- Knowledge of Capital and operating budget processes
- Knowledge of Principles of project management to plan, organize and control project budgets
- Working knowledge of computers and computer applications such as models, spreadsheet applications, CAD, GIS tools and database management systems
- Applicable legislation, provisions and requirements related to municipal infrastructure, such as, the Planning Act, Environmental Assessment Act, Water Resources Act, Municipal Act and the Conservation Authorities Act
- Public consultation processes
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
