About the role

  • Conduct planning, analysis, design and architecture activities for business solutions.
  • Perform project management, systems and business analysis, system development/replacement, IT process change activities and testing.
  • Manage workload, personnel, time, stakeholders, and operations support; document system rules and functional/non-functional requirements; perform organizational change management.
  • Perform business analysis services in accordance with BABOK and system design/analysis using JAD and BPR methodologies.
  • Assist with establishing and conducting project management activities to achieve objectives within mandated timelines for PAL or PDL projects across SDLC phases (planning, design, development, implementation, go-live, post implementation stabilization, monitoring, close out).
  • Facilitate end-to-end requirements gathering including As-Is and To-Be workflows; analyze federal and state program requirements and legislative mandates for impacts.
  • Ensure full requirements traceability; develop epics/user stories/use cases; identify and build test scripts and test scenarios; implement and maintain requirements in a configuration management tool.
  • Establish and maintain robust change control and repeatable testing frameworks.
  • Apply expert functional and technical expertise: business process re-engineering, solution-level requirements, solution recommendations, governance, enterprise architecture planning, and solution architecture support.
  • Provide subject matter expertise in standards and technologies for business analysis, process mapping/modeling, BPR, requirements/user story development, solution selection, systems architecture, and application integration.
  • Develop detailed technical diagrams and models (UML, use case, sequence diagrams) using Confluence draw.io and MS Visio aligned with To-Be workflows and data rules.

Requirements

  • Must possess a bachelor’s-level degree from a recognized college or university. A copy of the degree must be provided upon request.
  • Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no degree, Resource would need to demonstrate a total of 9 years of experience to meet MQ #3 below (i.e., minimum 5 years + 4 additional qualifying years).
  • Within the last ten (10) years, must have a minimum of five (5) years of experience applying analytical processes on an IT project worth at least $2M. Seven (7) or more years is preferred.
  • Within the last ten (10) years, must have at least three (3) years of applying analytical processes on an IT project worth at least $2M; experience must have been in business systems analysis and design. Five (5) years is preferred.
  • Within the last ten (10) years, must have a minimum of three (3) years of progressively complex experience (two (2) of which were in a lead capacity) and intermediate-level skill in: a) triaging and troubleshooting applications b) eliciting and documenting business requirements c) project management. Five (5) or more years (four (4) lead years) is preferred.
  • Must have a minimum of two (2) years of experience (within the last five (5) years) as a business analyst. May include experience in: a) documentation development, b) application requirements analysis, c) business process analysis or re-engineering, d) application testing, or e) user training. Four (4) or more years (within the last eight (8) years) is preferred.
  • Within the last ten (10) years, must have a minimum of three (3) years of experience utilizing requirements management tools (e.g. JIRA). Five (5) or more years preferred.
  • Within the last ten (10) years, must have a minimum of three (3) years of experience in analyzing legislative mandates and regulations to identify their impact on system requirements. Five (5) or more years preferred.
  • Within the last ten (10) years, must have a minimum of two (2) years of experience in working with the California Department of Technology (CDT) Project Approval Lifecycle (PAL) process, throughout all Stages 1 and 4, including preparing documentation and artifacts required for PAL approvals. Four (4) or more years preferred.
  • Must be able to provide one (1) end client reference from engagements within the last ten (10) years; reference must be a company representative in a management or supervisory role; subcontractors may not be listed.   • Master’s degree or doctorate from a recognized college or university is listed as preferred; copy must be provided upon request.
