Senior Manager – Financial Management Program Manager

Proposal Manager

• Manage the full lifecycle of federal government proposals from pre-RFP planning through final submission.
• Serve as the central coordinator across Business Development, Capture, technical teams, pricing, contracts, and partners.
• Own proposal execution to ensure all submissions are fully compliant.
• Establish and maintain standardized proposal management processes, schedules, and communication rhythms across stakeholders.
• Lead proposal kickoffs, daily stand-ups, storyboarding sessions, and formal color team reviews.
• Drive proposal quality by ensuring all color reviews are completed and feedback is incorporated prior to submission.
• Support Business Development and Capture Managers by aligning proposal content with capture strategies.

• Support the full lifecycle of company contracts
• Negotiate and administer prime contracts, subcontracts, NDAs, TAs, and contract modifications
• Ensure regulatory compliance and mitigate risk
• Maintain accurate documentation while supporting timely and effective contract execution.
• Develop and manage NDAs, TAs, and subcontracts with teaming partners and subcontractors.
• Ensure all contractual agreements comply with FAR, DFARS, and all applicable regulations and company policies.

• Design, develop, and maintain enterprise applications, workflows, and reporting solutions using Microsoft Power Platform.
• Build and enhance applications, workflows, and reporting solutions using Power Apps, Power Automate, Power BI, SharePoint, and Dataverse.
• Translate business requirements into functional technical solutions that streamline processes and improve reporting and analytics capabilities.
• Design, configure, and implement scalable web applications and reporting tools to support internal enterprise initiatives.
• Develop comprehensive system documentation, including standard operating procedures (SOPs).
• Identify critical dependencies and troubleshoot technical challenges, implementing solutions that ensure system reliability and performance.

• Oversee all aspects of accounting operations, treasury management, financial reporting, compliance, and audit readiness.
• Drive automation, process improvement, and system optimization.
• Report directly to the CEO and play a strategic and hands-on role in strengthening financial integrity.
• Ensure regulatory compliance and support organizational growth initiatives.
• Oversee General Ledger management, journal entries, reconciliations, month-end and year-end close, AP, AR, and financial statement preparation.
• Lead treasury management activities, including cash flow monitoring and forecasting.
• Ensure DCAA compliance and maintain an adequate accounting system.
• Maintain compliance with FAR and CAS requirements.
• Oversee project-based financial operations and generate monthly financial reports.
• Coordinate and manage external audits and tax preparation activities.
• Utilize and optimize the Unanet ERP system and related applications.
