About the role
- Provide operational leadership to the Safety, Engineering & Audit department, setting the vision and strategic direction across Pipelines & External Audit, LNG & Research, Facility Technical Compliance, and Civil & IMP Technical Compliance.
- Act as a key member of the Leadership team, contributing to corporate strategy and, ensuring technical programs and initiatives are in alignment with BCER’s mandate, Service Plan, and regulatory priorities.
- Lead workforce planning and resource allocation, ensuring the right capacity and capabilities are in place to meet current and future needs, to deliver on strategic and operational commitments.
- Communicate effectively across all levels of the organization, ensuring alignment and clarity, including communicating complex technical issues clearly to non-technical stakeholders.
- Provide direction to geographically dispersed teams, setting clear performance expectations and goals aligned with organizational priorities, including regular performance reviews, providing constructive feedback, developing employees, and ensuring competency to perform assigned duties and exercise delegations in accordance with the expectations of the BCER, Engineering and Geoscientists of BC (EGBC), and the Professional Governance Act.
- Oversee program performance and outcomes, using data, metrics, and risk assessments to evaluate the efficiency and effectiveness of processes and programs.
- Work collaboratively with the Compliance & Enforcement team and other departments to provide strategic direction and oversight for areas of technical safety.
- Provide technical and project management oversight of complex multi-disciplinary projects involving pipelines, facilities, and LNG.
- Guide the strategic direction and continuous improvement of the External Audit program and processes to enhance regulatory effectiveness and compliance.
- Prepare and present high-level briefing materials on issues and strategies to senior leadership, BCER Executive, the Board of Directors, and relevant government agencies as required.
- Guide the decisions of the teams by establishing policies, frameworks and/or protocols for regulatory oversight of pipelines, facilities, LNG, and freshwater dams including regulatory initiatives and technical standards to ensure that impacts to energy resource industries are appropriate, understood, and anticipated.
- Innovate and drive efficiencies in technical processes through business process reviews.
- Build respectful, collaborative relationships with First Nations and incorporate Indigenous knowledge and values into technical application reviews, operational events, and decision-making processes.
Requirements
- A degree from a recognized post-secondary institution in Chemical, Mechanical, or Petroleum Engineering, or a related field, and seven to ten years of progressive management experience within the oil and gas industry and/or natural resource sector.
- An equivalent combination of education, training, and experience may be considered.
- Incumbent must be a registered member in good standing, or be eligible to register, with the Engineers & Geoscientists of British Columbia (EGBC) as a Professional Engineer (P. Eng.).
- Demonstrated experience establishing strategic priorities and leading workforce planning, resource allocation, and budget management, including exercising financial authority over complex technical programs.
- Demonstrated experience in engineering design, construction, and operations experience in the Canadian oil & gas industry related to pipelines, gas processing facilities and/or LNG.
- Demonstrated experience in a senior management capacity dealing with politically sensitive, high-profile, and/or provincially significant issues, including the development of, interpretation, and implementation of policies, procedures, operational practices, and technical standards.
- Demonstrated experience communicating effectively across all levels of the organization, ensuring alignment and clarity for technical and non-technical audiences, including leading presentations, Executive briefings, and providing strategic advice.
- Demonstrated experience leading and developing multi-disciplinary, geographically dispersed technical teams in a complex working environment.
- Demonstrated success in building and sustaining effective working relationships with a broad spectrum of stakeholders such as senior representatives of the public sector, industry, First Nations, and community/special interest groups.
- Demonstrated experience leading teams and employees through proactive coaching and support in a complex working environment.
- Demonstrated experience developing and maintaining frameworks for technical safety oversight programs.
- Demonstrated experience leading modernization, process improvement, or efficiency initiatives to enhance technical or regulatory programs.
- Manage the department budget according to the BCER financial policies.
