Engineer

• Participate in the development of policy and regulatory guidance and assist industry in understanding engineering related regulatory requirements within BC.
• Review submissions for the energy industry related LNG facilities and provide recommendations to decision makers.
• Champion compliance verification activities and collaborate with other departments as a subject matter expert.
• Provide engineering advice and direction to BCER inspection staff in evaluating compliance and technical safety issues related to facility design, construction, operation and maintenance.
• Meet regularly with project proponents, representatives and decision makers within affected government agencies to understand project scope and clarify BCER’s role and processes.

Vice President

• The Vice President, Environmental & Subsurface Resource Management provides the strategic direction, planning, and organizational leadership for the Environmental & Subsurface Resource Management Department at the BCER.
• Responsible for setting strategic direction, driving program delivery, and ensuring the effective stewardship of environmental, subsurface, and heritage resources in support of the BCER’s regulatory mandate.
• Leads multidisciplinary professional teams and ensures departments have the appropriate technical expertise, governance frameworks, and capacity to meet current and emerging regulatory requirements.
• Represents the BCER with senior external partners and provides trusted advice to executives, the Commissioner, and the Board of Directors.

Vice President, Environmental & Subsurface Resource Management

Software Engineer

• The Supervisor, Reservoir Engineering (Supervisor) leads a team of engineers, technologists, and technical staff responsible for the stewardship of BC’s subsurface resources ensuring responsible production of oil and natural gas and active management of storage and disposal capacity.
• The Reservoir Engineering program area issues approvals and orders, based on industry applications or through proactive resource conservation initiatives.
• Reservoir Engineering is also responsible for the engineering aspects of induced seismicity oversight, publishing annual provincial hydrocarbon reserves information and the targeted collection, analysis and management of subsurface reservoir engineering data.
• The Supervisor serves as the BCER’s technical lead in provincial subsurface energy resources, government regulation pertaining to reservoir management practices, and effective resource conservation management strategies.
• The Supervisor has a key role in actively developing and promoting use of best practices and resource conservation strategies with industry.
• The role works collaboratively with members of the Drilling & Production, Energy Geoscience, and the Legal & Regulatory groups to support the BCER’s mandate.

Compliance

• The Compliance & Enforcement Officer conducts inspections and investigations of all energy industry operations to monitor for compliance and initiate enforcement of the Energy Resources Activities Act (ERAA) and specified enactments and associated regulations, the Petroleum and Natural Gas Act, Mines Act, the Environmental Assessment Act, and other applicable legislation.
• The position works closely with compliance and enforcement officials within other government ministries and agencies such as the Ministry of Forest, Lands & Natural Resource Operations, Ministry of Agriculture, Ministry of Environment, WorkSafe BC, Environmental Assessment Office, Fisheries and Oceans Canada, Canada Energy Regulator, Environment Canada, and Natural Resource Canada.
• As a Compliance and Enforcement Officer in the Enforcement group, you will work with a small team that is currently comprised of four officers and a manager.
• The focus of this role will be conducting mostly administrative investigations of permit holders and their contractors for non-compliance of applicable legislation.
• Field time varies from week to week, as the Enforcement group responds to many unknown incidents and occurrences that cannot be planned for.
• Working from the office (or working remotely), time will be utilized bringing investigations to a close, which may or may not result in enforcement action.
