Lead full lifecycle of proposal development for government customers, including federal and state procurements, to include RFPs, RFIs, RFQ, RFx and ITB.
Assemble and manage cross-functional proposal teams to meet strict government deadlines and ensure compliance with solicitation requirements.
Interpret complex government procurements to develop opportunity overviews, proposal outlines, content matrices, schedules and project plans.
Ensure proposals meet all technical, legal and regulatory requirements, including FAR, DFARS, and agency-specific guidelines.
Develop compelling, compliant and tailored proposal content that clearly articulates Performant’s value proposition to government clients.
Collaborate with legal, finance, operations and subject matter experts to gather and synthesize information into cohesive responses.
Manage proposal reviews, approvals and final submission processes, including electronic portals (e.g., SAM.gov, state procurement systems).
Ensure proposal process follows the modified Shipley format as adopted by Performant.
Maintain proposal templates, boilerplate content and reusable assets to improve efficiency and consistency.
Conduct regular content reviews with subject matter experts in Performant’s proposal management tool, including post-submittal updates to existing library content as appropriate.
Contribute to marketing and sales initiatives targeting government agencies, including presentations and unsolicited proposals.
Ensure confidentiality and compliance with information security protocols throughout the proposal process.
Requirements
Bachelor’s degree in business, marketing, public administration or related field (or equivalent experience may be considered).
Minimum 5 years of experience in proposal writing, with a strong focus on or familiarity with government procurements (e.g. RFPs, etc).
Deep understanding of government procurement processes, regulations and compliance requirements.
Experience using Loopio is highly desired.
Experience leading complex proposal efforts under tight deadlines and shifting priorities.
Experience in healthcare, particularly with Medicare, Medicaid or other public health programs, is highly preferred.
Ability to work independently and collaboratively in a fast-paced, deadline-driven environment.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Experience with Shipley proposal management process is preferred.
