About the role

Key responsibilities & impact
  • Serve as the senior-most subject matter expert for performance management and technology innovation.
  • Provide objective analysis of the integrator's performance from the Government's perspective.
  • Advise on forward-looking technology strategies to enhance efficiency and mission capability.
  • Provide strategic oversight, technical validation, and innovation leadership for current operations and future modernization efforts.
  • Develop meaningful KPIs and SLAs to measure integrator performance.
  • Analyze technical, financial, and operational data to evaluate performance, identify trends, and surface risks or improvement opportunities.
  • Translate complex performance data into recommendations for Government governance bodies.
  • Identify, evaluate, and demonstrate technology-enabled approaches including cloud, AI/ML, and intelligent automation.
  • Advise executive stakeholders and shape scalable, low-risk technical solutions aligned with Government priorities.
  • Lead rapid prototyping, proofs-of-concept, and innovation activities.
  • Assess technical feasibility, risks, dependencies, security considerations, and transition approaches for modernization initiatives.

Requirements

What you’ll need
  • Bachelor's degree in IT, Computer Science, Information Systems, Engineering, or a related field.
  • Fifteen or more years of experience in Federal IT modernization, technology management, software engineering, cloud architecture, and/or IT performance management.
  • Ten or more years of technical leadership experience on medium or large, high-complexity multi-task projects in a Federal environment.
  • Experience developing and implementing data-driven performance management frameworks, including KPIs and SLAs, for large-scale IT service contracts.
  • Experience leading or advising on cloud, platform, or application modernization, including technical strategy and software development.
  • Experience applying intelligent automation, AI-enabled capabilities, and data analytics to improve workflows and decision support.
  • Experience leading rapid prototyping or proof-of-concept development for Government acquisition or modernization decisions.
  • Active PMI Project Management Professional (PMP) certification.
  • One or more relevant professional certifications in cloud architecture, agile delivery, or platform engineering, such as AWS Solutions Architect or SAFe Agilist, or equivalent.
  • US citizenship.
  • Active Secret or higher security clearance.
  • Ability to obtain and maintain a DHS clearance.
  • Experience supporting DHS or other homeland security, law enforcement, or Federal civilian mission environments is preferred.
  • Active DHS CBP clearance is preferred.
