About the role
- Requirements Development & Management Support
- USBP requirements development through direct engagement with USBP Sectors, Stations, planners, command staff, and headquarters stakeholders
- Capture, maintain, and analyze a national repository of USBP technology and infrastructure requirements supporting PMOD programs of record and informing future COA development and prioritization
- Facilitate structured discussions and multi-hour, live requirements mapping sessions to identify operational needs, capability gaps, mission impacts, and prioritization
- Apply extensive knowledge of USBP operations, tactics, deployment strategies, and operational concepts to inform requirements analysis, geospatial products, and recommendations
- Geospatial Analysis & Mapping
- Provide ArcGIS-based operational laydown and grouping support, including manipulation of symbology to accurately depict asset type, initiating authority, operational ownership, and prioritization
- Develop, edit, and analyze geospatial feature classes to maintain authoritative datasets of USBP technology and infrastructure assets
- Conduct in-depth geospatial analysis and mapping to support communications requirements documentation (including coverage and gap analysis), I&D strategy, SAT, Access and Mobility, Mission Advantage, and other technology and infrastructure requirements
- Support COA development by leveraging existing notional laydowns, SAT datasets, and ORCA feature classes
- Data Products & Visualization
- Produce detailed geospatial products, including station-, sector-, and national-level maps supporting requirements documentation, AARs, and leadership decision-making
- Develop and maintain EGIS dashboards that demonstrate asset progression from initial requirement identification through deployment, integrating data across PMOD, ORMD, and ORCA systems
- Design and deliver clear, compelling visualizations of complex geospatial datasets to support executive-level planning and decision-making
- Ensure geospatial data and products are kept current and made available for internal and external dashboards as required
- Communication & Leadership Support
- Prepare concise, professional reports, issue papers, memoranda, dashboards, and briefing materials suitable for senior leadership review
- Develop and deliver briefings that clearly articulate operational requirements, risks, impacts, prioritization, and recommended courses of action
- Represent USBP Headquarters professionally when working with field personnel and stakeholders, maintaining appropriate tone and focus
- Quality & Project Management
- Perform quality control reviews to ensure accuracy, clarity, consistency, and alignment with mission priorities
- Manage multiple concurrent tasks, meet established deadlines, and adapt to shifting priorities or direction
- Work independently with minimal supervision while maintaining accountability for deliverables and outcomes
Requirements
- Ability to pass a U.S. Customs and Border Protection background investigation; active CBP background investigation preferred.
- U.S. citizenship required.
- Extensive knowledge of USBP operations, tactics, deployment strategies, and operational concepts.
- Extensive experience with the USBP Requirements Management Process, including Capability Gap Analysis, Mission Analysis and Planning, and National Strategy alignment.
- Demonstrated ability to facilitate operational discussions and live requirements mapping sessions with field and headquarters personnel.
- Strong verbal and written communication skills, with experience briefing senior leadership.
- Ability to prepare, review, and refine reports, dashboards, maps, and briefing materials with a high level of attention to detail.
- Ability to work independently, manage competing priorities, and remain effective in a dynamic operational environment.
- Proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
- Intermediate to advanced experience with GIS tools, including ArcGIS-based mapping, symbology manipulation, feature class editing, geospatial analysis, and dashboard development.
- Working knowledge of USBP technology and infrastructure assets.
- Strong organizational, time management, and workload prioritization skills.
- Prior experience supporting CBP or USBP programs (desired).
- Experience translating operational needs into technology and infrastructure requirements (desired).
- Familiarity with PMOD, ORMD, ORCA, and EGIS systems and practices (desired).
- Experience developing executive-level geospatial dashboards and visualizations (desired).
- Experience supporting COA development using geospatial analysis (desired).
- Experience working directly with field operators, planners, and command staff (desired).
- Familiarity with acquisition planning processes as they relate to operational requirements (desired).
