Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement.
Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts.
Communicates with other program personnel, government overseers, and senior executives.
Responsible for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288 (Technical, Project, Enterprise, Agreement process areas).
Analyze user requirements to derive software design and performance requirements; design, develop, modify, and debug software systems.
Integrate existing software into new or modified systems or operating environments and coordinate software system installation.
Develop and implement complex algorithms, database interfaces/queries, and data normalization/entity extraction solutions.
Provide recommendations for improving documentation and software development process standards and perform quality control on team products.
Serve as team lead or technical lead on software development teams; delegate programming and testing responsibilities and monitor performance.
Requirements

Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required (e.g. Active TS/SCI security clearance with agency appropriate polygraph).
A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus ten (10) years of systems engineering experience.
OR A High School Diploma or GED plus fourteen (14) years of general system engineering experience (any Process Area).
OR A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus eight (8) years of systems engineering experience.
OR A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus eight (8) years of systems engineering experience.
Proficient in Java programming with experience in developing, testing, and deploying scalable applications.
Experience writing and optimizing Regular Expressions (Regex) for data validation, text parsing, and pattern matching.
Experience with entity extraction and data normalization to standardize unstructured or semi-structured information.
Strong knowledge of Agency corporate processing systems and corporate normalization tools (desired).
Experience with GHOSTMACHINE and associated schema structures (desired).
Familiarity with language processing techniques for text analysis and information extraction (desired).
