About the role

Key responsibilities & impact
  • Provide technical and strategic leadership for the project's MERL response
  • Design and manage the overall MERL standards, framework, data collection, and reporting capabilities
  • Establish and oversee MERL quality standards across the project portfolio
  • Manage risks related to maintaining quality MERL standards across diverse partners
  • Develop annual MERL budget forecasts and the annual research, evaluation, and learning agenda
  • Oversee and coach a team of five, including a Learning Manager, Research Manager, and three MERL Officers
  • Embed monitoring and evaluation practices within the Technical Assistance Mechanism, Higher Education Inclusion, and RLO Opportunity Fund units
  • Develop and oversee strategic learning and knowledge-sharing approaches
  • Create and implement a project learning agenda aligned with WUSC's institutional learning agenda
  • Oversee assessments, thematic papers, research, analysis, interpretation, and reporting across regional projects
  • Support knowledge exchange and strategic collaboration across geographies and partners
  • Ensure learning and evidence improve innovative programming and partner capacity
  • Manage relationships with external evaluation and research consultants, government bodies, researchers, and MERL stakeholders
  • Develop and implement MERL training for refugee-led organizations
  • Support RLOs in improving data collection, reporting, accountability, and quality standards
  • Track progress toward enabling one million RDP youth to secure dignified work and 35,000 to access education
  • Provide evidence to adapt or redesign interventions addressing systemic barriers
  • Promote gender equality, reduce power abuse and inequalities, and foster trust, respect, and safety
  • Maintain a work environment free from sexual exploitation, abuse, and harassment
  • Ensure prevention and response measures for sexual exploitation, abuse, and harassment align with safeguarding policies and the Code of Conduct
  • Travel frequently across Africa and occasionally internationally for conferences, workshops, and meetings

Requirements

What you’ll need
  • At minimum, a Bachelor's degree in International Development, Public Policy, International Relations, or a related field
  • Over ten years of experience designing, implementing, and managing complex MERL systems for large-scale, multi-country programs
  • Experience preferably in the African context
  • Ability to provide MERL technical assistance and capacity building to diverse partners, including community-based organizations and higher education institutions
  • Expertise in quantitative and qualitative research methodologies
  • Expertise in data management and using evidence for systemic change and policy influence
  • Strong analytical and communication skills
  • Experience synthesizing complex data into clear learning products and reports
  • Commitment to social inclusion and knowledge of challenges faced by refugee and displaced groups
  • Knowledge of and commitment to gender equality and intersectionality in programming
  • Strong planning, organization, and problem-solving skills
  • Ability to work hands-on, independently, and within a team in a fast-paced environment
  • Commitment to WUSC's mission
  • Complete fluency in English required
  • French fluency or professional competencies are a strong asset
  • Must already possess relevant work authorization in the country of residence
  • Ability to work a flexible schedule
  • Willingness and ability to travel frequently across Africa and occasionally internationally
