About the role

  • Implement energy performance measures in municipal buildings, propose orientations as part of renovation or new construction programmes, with a particular focus on school complexes.
  • Lead and coordinate the Energy and Maintenance sector in the absence of the Energy Manager and/or according to departmental needs (operations, HVAC works, energy management and fluid management).
  • Develop and implement action plans to reduce energy consumption.
  • Take an active role in the management of the multi-technical service contract.
  • Serve on technical on-call duty.
  • Implementation of energy performance:
  • Control and manage energy consumption and associated costs for municipal buildings, with particular attention to school buildings.
  • Identify and implement corrective actions in case of deviations.
  • Implement tools for precise monitoring of energy consumption and related costs, and prepare annual energy reports.
  • Implement and maintain reliable Building Management Systems (BMS) in compliance with the BACS decree.
  • Monitor regulatory and technical developments in energy-related subjects.
  • Develop action plans to reduce the city’s overall energy consumption in line with existing and forthcoming regulations (ELAN law, etc.) and submit energy data to platforms such as OPERAT.
  • Audit and provide expertise on the energy performance of buildings (energy audits).
  • Conduct feasibility studies for the installation of renewable energy systems.
  • Monitor and verify energy performance levels.
  • Prepare and follow up on grant and subsidy applications.
  • Manage French Energy Savings Certificates (CEE) for the entire department.
  • Analyze the energy and environmental relevance of planned works.
  • Assess energy and environmental gains after completion of works.
  • Process and review applications for Calls for Expressions of Interest.
  • Provide user education and awareness on energy matters.
  • Contract management:
  • Participate in contract management, notably the multi-technical service contract (operation and maintenance contract).
  • Contribute to proper contract execution in coordination with multi-technical contract teams (operations manager, Energy Manager, etc.).
  • Fluids and HVAC:
  • Organize, supervise and monitor energy performance works on municipal buildings in coordination with the head of service and technicians, including the implementation of renewable energy systems.
  • Oversee and manage works projects.
  • Manage and optimize subscription and service contracts.
  • Monitor fluids (contracts, invoicing, optimization).
  • Monitor and optimize energy-related expenditures and tariffs for the municipality (electricity, gas, district heating and cooling, fuels, etc.) as well as water.
  • Implement and operate information processing tools linked to remote monitoring of equipment.

Requirements

  • Knowledge of HVAC, renewable energy (RE), bioclimatic design and energy management.
  • Knowledge of operations and multi-technical equipment and network maintenance.
  • Knowledge of fire safety requirements for public-access buildings (ERP).
  • Basic understanding of accounting principles and the public procurement code.
  • Proficiency in analysis and diagnostic methodologies.
  • Ability to produce professional written documents.
  • Proficiency with office software, scheduling tools and industry-specific software.
  • Project management and planning skills.
  • Advanced Excel skills.
  • Knowledge of computer programming and the ability to write and understand code related to tools for monitoring energy and technical performance of municipal buildings.
