About the role

  • Ensure internal financial analysis and control of the municipality's activities and of its external partners
  • Analyze the financial health and monitor external organizations linked to the City
  • Conduct organizational, accounting and financial audits
  • Assess financial and regulatory risks for the municipality and develop recommendations
  • Serve as an internal early-warning function for the municipality
  • Advise operational departments on financial and management matters
  • Implement and monitor management control tools (dashboards, KPIs, financial analyses)
  • Carry out cost studies and identify levers to meet objectives
  • Identify and exploit key data from various public policies to support decision-making
  • Study the dynamics of tax revenues and verify the reliability of the municipality's income streams
  • Participate in defining appropriate management methods

Requirements

  • Higher education in management control / financial audit / accounting
  • Interest in public-sector performance and cost optimization to create room for manoeuvre
  • Strong knowledge of financial analysis and management control techniques
  • Strong interest in data analysis and extracting value from data
  • Advanced proficiency in Excel and decision-support tools
  • Analytical and synthesis skills, rigor, initiative, autonomy, and strong interpersonal abilities
  • Duty of discretion and confidentiality
