About the role
- Administrative and financial oversight of NPNRU and ANRU+ agreements for projects located within the Mulhouse jurisdiction, ensuring the commitments of the various contracting authorities and partners
- Preparation and updating of financial models and dashboards, with alerts on schedules and costs
- Monitoring project progress in collaboration with project managers and the Urban Renewal department
- Coordination of financial monitoring bodies and preparation of resolutions for the municipal council
- Budgetary and accounting management, including monitoring payment appropriations and executing program authorizations
- Preparation of grant application and disbursement files, with tracking in dedicated software and platforms (notably IODA)
- Assisting management with calls for projects, identifying additional funding and developing financial arrangements
- Improving management procedures by proposing solutions adapted to changes in financing mechanisms
Requirements
- Master’s degree preferred (minimum Bachelor’s degree) in administrative, financial or accounting management
- Strong knowledge of public accounting, public procurement, budgetary management of urban projects and public financing mechanisms
- Thorough understanding of the organization and functioning of local authorities
- Proficient in Microsoft Office
- Strong interpersonal and negotiation skills
