About the role

  • Administrative and financial oversight of NPNRU and ANRU+ agreements for projects located within the Mulhouse jurisdiction, ensuring the commitments of the various contracting authorities and partners
  • Preparation and updating of financial models and dashboards, with alerts on schedules and costs
  • Monitoring project progress in collaboration with project managers and the Urban Renewal department
  • Coordination of financial monitoring bodies and preparation of resolutions for the municipal council
  • Budgetary and accounting management, including monitoring payment appropriations and executing program authorizations
  • Preparation of grant application and disbursement files, with tracking in dedicated software and platforms (notably IODA)
  • Assisting management with calls for projects, identifying additional funding and developing financial arrangements
  • Improving management procedures by proposing solutions adapted to changes in financing mechanisms

Requirements

  • Master’s degree preferred (minimum Bachelor’s degree) in administrative, financial or accounting management
  • Strong knowledge of public accounting, public procurement, budgetary management of urban projects and public financing mechanisms
  • Thorough understanding of the organization and functioning of local authorities
  • Proficient in Microsoft Office
  • Strong interpersonal and negotiation skills
