About the role
- Develop and execute a comprehensive capacity-building plan for the Office of Community Services (OCS) and the Division of Community Discretionary and Demonstration Programs (DCDDP), including approach, timeline, and organizational resources.
- Lead the end-to-end development and delivery of 60 high-impact capacity-building initiatives and training resources annually, including webinars, toolkits, SOPs, and online learning resources, focused on strengthening the operational excellence of grant recipients.
- Implement management controls to meet cost, performance, and scheduling requirements.
- Establish goals and strategies to measure performance and recommend recipient activities.
- Lead the drafting of technical documents for leadership, technical assistance plans, and use quality assurance plans as a tool to manage the overall project.
- Conduct educational and research webinars to identify barriers to entry.
- Manage approximately 10 mid-to-senior-level staff.
Requirements
- Must have 5 years of experience in Federal block, formula, and discretionary grants.
- Demonstrated expertise in Rural Community Development, specifically regarding the technical and compliance hurdles of wastewater management and safe water infrastructure, is highly preferred.
- Proven experience managing at least 10 mid-to-senior-level professional staff.
- Familiarity with the Office of Community Services (OCS) and the Division of Community Discretionary and Demonstration Programs (DCDDP).
- Bachelor’s degree in a relevant field (Social Work, Public Policy, Finance, etc.); Master’s degree preferred.
- Must have experience in overseeing the drafting of technical documents for upper-level management.
