Key responsibilities & impact- Conduct national mapping of the protection ecosystem for women journalists experiencing Technology-Facilitated Gender-Based Violence (TFGBV) in Pakistan
- Review legal, policy and institutional frameworks on cybercrime, online violence, media regulation and freedom of expression
- Identify opportunities to strengthen institutional coordination, operational responses and policy implementation
- Analyze international good practices and develop evidence-based recommendations
- Develop a Training Toolkit, Resource Guide and Technical Guidance Note adapted to the Pakistani context
- Identify and engage stakeholders through consultations, bilateral meetings, Key Informant Interviews, focus groups and online discussions
- Prepare consultation tools, interview guides and supporting materials
- Document stakeholder feedback and incorporate it into final outputs
- Prepare a consolidated implementation roadmap for strengthening institutional responses to TFGBV
- Submit deliverables in English for UNESCO review, revise them based on feedback and maintain regular communication with UNESCO
- Work under the authority of the Country Representative/Head of UNESCO Office in Islamabad and direct supervision of the National Professional Officer (Communication and Information)
Requirements
What you’ll need- Advanced university degree (Master's degree or higher) in Journalism, Media Studies, Law, Human Rights, digital rights, cybersecurity, Gender Studies, Public Policy, International Relations, Social Sciences or another relevant discipline
- Minimum seven years of progressively responsible professional experience in relevant fields
- Experience in media development, freedom of expression, safety of journalists, human rights, gender equality, digital governance, cyber policy, public policy, legal/policy research or related areas
- Experience undertaking research and policy analysis and developing analytical reports, policy papers, research studies, technical guidance, toolkits or resource guides
- Experience engaging government institutions, media organizations, civil society organizations and development partners
- Practical understanding of Pakistan’s media landscape and relevant legal, policy and institutional frameworks
- Experience identifying and engaging stakeholders and conducting structured consultations
- Strong analytical and research skills
- Excellent writing and drafting skills
- Strong stakeholder engagement, coordination and facilitation skills
- Ability to work independently, manage multiple tasks and meet deadlines
- Understanding of gender-responsive and human rights-based approaches
- Professionalism, integrity and ethical conduct, including confidentiality with sensitive information
- Excellent knowledge of English, written and spoken
- Knowledge of Urdu would be useful
- Ability to submit a technical proposal, two relevant writing samples, relevant assignment history, financial proposal, CV and three professional referees
