Project Manager

• Provide end-to-end project management leadership for a federal business process reengineering project with systems implementation and operational delivery engagement.
• Lead activities across a multi-disciplinary team for systems integration, configuration, security authorization, and operational business process reengineering efforts.
• Rapidly assess and understand current-state government workflows and business processes.
• Support systems engagement projects involving enterprise platforms, integrations, and process transformation.
• Facilitate weekly status and governance meetings with executive-level government stakeholders.
• Produce and deliver weekly project status reports and executive-level updates.

• Lead end-to-end project delivery using an Agile/PMBOK hybrid methodology, managing sprints, releases, and milestone deliverables across a multi-disciplinary team.
• Serve as the primary liaison between MSDE and TurningPoint, managing stakeholder expectations, facilitating decision-making, and escalating issues proactively.
• Own and maintain the Implementation Plan, including Solution Roadmap, Agile Implementation Plan, Interface Control Document, and Disaster Recovery Plan, with weekly updates per contract requirements.
• Drive on-time delivery of all contract milestones including MVP go-live, UAT, security documentation, and O&M transition.
• Manage a formal deliverable review and acceptance cycle with the MSDE Contract Monitor, including DPAF (Deliverable Product Acceptance Form) submissions for every contractual deliverable.
• Maintain a project Risk Register; proactively identify and mitigate risks related to timeline, scope, security compliance, and stakeholder alignment.
• Oversee monthly status reporting (Red/Yellow/Green dashboard) throughout the pre-production and go-live phases.
• Coordinate background check compliance for all contractor personnel prior to onboarding.
• Ensure team adherence to Maryland DoIT SDLC, NIST security frameworks, WCAG 2.1 AA accessibility requirements, and all applicable state IT policies.
• Ensure conformance to CMMI Maturity Level 5 and TurningPoint's Digital Playbook.
