Lead and manage enterprise-level engineering development efforts encompassing system engineering, design, certification, software/hardware development, unit and integration testing, verification, validation, and deployment in alignment with contract requirements and industry best practices.
Oversee the planning, coordination, and execution of task orders and delivery orders, ensuring compliance with the Statement of Work (SOW), contractual milestones, and performance metrics.
Monitor and report on contract performance, including schedule adherence, technical progress, cost analysis, risk mitigation, and quality control, providing regular updates to senior leadership and stakeholders.
Serve as a subject matter expert (SME) in relevant technical domains, applying engineering knowledge to support strategic decision-making, innovation initiatives, and technical risk assessments.
Coordinate cross-functional engineering teams and stakeholders, ensuring integrated technical solutions are developed and delivered within budget and schedule constraints.
Provide financial oversight, including coordination of budgets, cost projections, funding execution, and reporting in compliance with federal or organizational financial standards.
Implement best practices in project and systems engineering, utilizing modern lifecycle development models and engineering tools to ensure efficiency, scalability, and sustainability of deliverables.
Ensure all engineering and technical efforts meet compliance requirements, including certifications, documentation, and testing standards as required by the customer or regulatory authorities.
Support contract and proposal activities, including technical writing, estimation, planning, and reviews for new and existing work efforts.
Facilitate the continuous improvement of engineering processes and team capabilities, promoting innovation, knowledge sharing, and operational excellence.
Requirements
A Bachelor’s degree from an accredited college or university in an engineering, scientific, business, or technical discipline OR four (4) years of demonstrated and established knowledge base and subject matter expertise relevant to specific technical disciplines of the Statement of Work (SOW).
Fifteen (15) years demonstrated experience monitoring and reporting contract performance status and metrics, financial coordination and reporting, and the coordination of task/delivery orders.
Leading and managing a large-scale enterprise level development organization including system engineering, certification, design, development, unit testing, integration testing, verification and validation, deployment and engineering innovation.
Wrap around engineering experience in one or more of the development areas listed above along with training and skills necessary to conduct and coordinate contractual activities.
Top Secret Clearance required.
Experience serving as a subject matter expert in relevant technical domains.
Financial oversight experience including budgets, cost projections, funding execution, and reporting.
Experience supporting contract and proposal activities including technical writing, estimation, planning, and reviews.
