About the role

  • International Finance Manager - Libya & North Africa role supporting programme financial planning, processes, and risk management
  • Lead financial planning and monitoring for Libya and North Africa programmes, including budgets and forecasting
  • Ensure implementation of HALO financial SOPs, oversee monthly financial close and cost allocation
  • Prepare donor/client and country financial statements, supervise payroll and statutory compliance
  • Manage cash flow, banking, exchange rate effects, and liaise with HQ for cash transfers
  • Arrange external audits and oversee delivery partner contract financial management
  • Lead and build capacity of finance team, ensure staffing and staff development
  • Work within HALO core values, adhere to policies, and operate in challenging cultural contexts
  • Role based primarily in Misrata, Libya and Tunis, Tunisia; cannot be conducted remotely

Requirements

  • Previous financial management experience overseas
  • Demonstrable experience in a financial management position
  • Experience in managing and developing small teams
  • Financial planning and reporting
  • Good understanding of financial risk management in developing countries
  • Ability to implement and monitor policies and procedures in challenging environments
  • Proven ability to lead, manage, motivate and develop a team
  • Interpretation and implementation of donor/client contract requirements
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts
  • Excellent organisational skills with the ability to coordinate activities
  • Excellent literacy, numeracy and IT skills, including data manipulation
  • Ability and willingness to work strategically and undertake routine administrative tasks
  • Previous work experience in North Africa and/or the Middle East (Desirable)
  • Arabic and/or French language proficiency (Desirable)
  • Experience in humanitarian mine action or wider aid sectors (Desirable)
  • Professional accounting qualification or clearly demonstrable qualified experience
