About the role

  • Assist the General Manager in developing the division objectives and strategy consistent with the corporate goals, Civil Systems Group strategic plan, customer expectations, and provide direction and planning for achieving strategic goals
  • Drive and facilitate cross-agency customer coordination as well as across the Aerospace enterprise for collaboration on related initiatives and strategies for implementation of on-ramping technology enhancements
  • Maintain subdivision focus on mission success from cradle to grave across the portfolio, track and communicate the risk posture, and facilitate enterprise teams as appropriate to provide viable solutions to mitigate mission risk and promote mission viability and strategic alignment to national policy
  • Create strategy for Subdivision based on Division and CSG strategies
  • Actively participate in customer senior decision forums across the portfolio
  • Support the development, implementation, and execution of program acquisition strategies
  • Assist the General Manager in developing the technical operating plans, budget control, staffing, succession planning, workforce needs, personnel development, customer interaction, and technical positions
  • Position Aerospace in the highest value functions across the NASA portfolio, translate customer technical operating plans into technical priorities, manage budget constraints, plan and execute staffing as required
  • Track, understand, and advocate for the capabilities within NASA Programs Division as well as across the CSG NASA-facing lines of business
  • Ensure staff is positioned to leverage the full extent of the Aerospace enterprise capabilities in solving the customer’s hardest problems across the portfolio
  • Ensure timely support of staff to plan and execute launch and mission campaigns and fielding new and incremental capabilities
  • Ensure timely anomaly resolution, on orbit calibration, and initialization functions
  • Assist the General Manager in defining the organization structure, guide staffing, develop and grow the management team
  • Provide leadership for setting goals and direction, mentoring, providing critical feedback, and coaching aimed at developing an agile technical staff and staff development

Requirements

  • Bachelor of Science degree in engineering, science, mathematics, or closely related technical field
  • 14 or more years of progressively demonstrated management and space systems acquisition experience, including multi-disciplinary systems engineering in a program, project, and policy oversight environment
  • Proven ability to manage large acquisition portfolio across multiple mission domains
  • Demonstrated leadership skills including team building/leadership, conflict resolution, staffing and customer relationship building
  • Proven ability to develop/maintain rapport and work effectively with senior government officials (including presidential appointees and flag or SES level) and corporate executives from diverse organizations, including multiple Federally Funded Research and Development Centers (FFRDCs)
  • Excellent verbal communication skills - clear, concise, persuasive; builds consensus through speaking; polished, professional style
  • Excellent written communication skills - organize complex materials and concepts in clear and logical manner
  • Proven ability to network with contractors, other government agencies, the various Aerospace program offices, and Engineering Technology Group (ETG) to address issues and provide the customer with the best available technical and programmatic analyses
  • Must have strong business and financial acumen with constructive and proactive method to problem solving
  • Ability to make time-critical mission success decisions with ambiguous or incomplete data
  • Ability to travel up to 40% to other customer and Aerospace locations
  • This position requires a current secret security clearance and an ability to obtain TS/SCI, which is issued by the U.S. government. U.S citizenship is required to obtain a security clearance.
