About the role

  • Provide project support services including project planning, preliminary assessment and information gathering, data management, GIS mapping, scoping, contract development, monitoring, inspections, construction management, project management, and associated duties in support of the National Forests in North Carolina Recreation and Engineering Program priorities.
  • Perform, assist, or direct others to conduct surveys and field data collection for a variety of projects to establish baseline data.
  • Lead project design teams, develop plans and specifications, and serve as project manager for implementation of trail maintenance and construction projects.
  • Perform analysis of condition assessments, field surveys, and investigations to determine existing conditions and recommend courses of action and timelines.
  • Provide design input and project management services for planning, design, contract preparation, and implementation of trail projects.
  • Produce and provide field reconnaissance data reports, condition assessments, maps, surveys, spreadsheets, trail designs and plans, cost estimates, and technical specifications for maintenance and construction contract documents.
  • Manage trail construction and maintenance projects on a per project basis in the recovery from Hurricane Helene.
  • Perform field work, prepare maps, drawings, exhibits, studies, reports, cost estimates, specifications, schedules, and other contract documents in support of the programs and as directed by the COR.
  • As project manager, perform inspections of ongoing maintenance and construction projects, produce inspection reports, monitor progress, and recommend project modifications as necessary.
  • Provide associated GPS and GIS mapping, database management, data analysis, and other technical services as required.

Requirements

  • Authorization to work in the U.S. permanently, without sponsorship.
  • An undergraduate or higher degree in engineering from an accredited university
  • At least 5 years’ experience in civil engineering project design, planning, and project management.
  • Developed Recreation and Trail maintenance and construction experience is preferred but not required.
  • A good understanding, both theoretical and practical, of recreation design, maintenance, construction, contracting, partnerships, and project management.
  • A basic understanding of Federal and State land management agency programs, policies, and guides for the administration, protection, and utilization of forest resources including but not limited to recreation management policy and NEPA.
  • Experience in Geographic Information Systems (GIS)
  • Proficiency in Autodesk AutoCAD Civil 3D design software
  • Experience related to recreation projects, coordination with partner organizations, and development of contracts.
