Lead responsibility for managing Mastercard’s oversight as a Systemically Important Payment System (SIPS) in Europe and Recognised Payment System in the UK
Provide legal advice and guidance on SIPS Regulation, the PISA oversight framework, Bank of England Codes and supervisory statements
Advise business stakeholders on impact of oversight requirements on product development, technology, operations, policies, and procedures
Work closely with Compliance and engage with the European Central Bank, National Bank of Belgium and Bank of England on oversight issues; advocate and defend Mastercard’s positions
Assess impact of external regulatory initiatives and draft consultation responses
Act as liaison for regulatory engagements including examinations, meetings and other interactions
Manage external counsel and review/analyse regulatory advice to advance strategic initiatives
Collaborate across Mastercard globally with Technology, Finance, Risk, Product, Operations, Settlement and other teams; report to Assistant General Counsel, Regulatory for Europe
Requirements
A lawyer qualified to practice within the Europe region
Mid-level experience; ideally in-house experience in a retail bank, regulated payments business, or central bank/regulator
Strong understanding of systemic importance / prudential regulation and Financial Market Infrastructures role in payments ecosystem
Solid understanding of relevant Europe payments regulation and the broader regulatory and policy landscape
Excellent written and verbal communication skills; ability to communicate complex regulatory issues simply and concisely
