About the role
Key responsibilities & impact- Lead and manage the contract support team, serving as the decision-making authority for service delivery, staffing, and quality.
- Oversee full acquisition lifecycle support: pre-award market research and acquisition planning; solicitation development (RFPs, RFQs, IFBs, combined synopsis/solicitations, determinations and findings, memoranda for the file); evaluation and source-selection support; award documentation; and post-award modifications, option exercises, de-obligations, and closeouts.
- Ensure procurement actions are completed accurately and on schedule, supporting a throughput target of roughly four to five procurement requests per specialist per week.
- Direct procurement file creation, maintenance, and electronic records management in compliance with the FAR, client acquisitions regulations, and client policies.
- Prepare and deliver monthly progress reports, weekly status reports, and procurement administrative lead time (PALT) reporting, and lead recurring update meetings with the government.
- Apply quality assurance and corrective-action practices that sustain strong CPARS performance and client satisfaction.
- Mentor Contract Specialists and commit qualified resources to meet evolving workload.
- Apply FAR, OMB Circulars, agency orders and directives, and applicable policy in procurement activities.
- Identify, analyze, and help resolve procurement-related problems and develop alternative courses of action.
Requirements
What you’ll need- Bachelor's degree in Information Systems, Financial Management, Business, or Public Administration.
- Project Management Professional (PMP) or comparable program management certification.
- Minimum of 7 years of related experience in program management, contracting, acquisition planning, or a combination of the 3.
- Current or previous Federal Acquisition Certification in Contracting (FAC-C) held for a minimum of five (5) years.
- A civilian-equivalent certification, such as DAWIA certification in Contracting, will be considered.
- Demonstrated experience leading teams through the full federal acquisition lifecycle, from pre-award through closeout.
- Strong working knowledge of the Federal Acquisition Regulation (FAR) and the HHS Acquisition Regulation (HHSAR).
- Exceptional attention to detail and accuracy in procurement request preparation.
- Effective communication and collaboration skills, particularly with cross-functional teams.
- Demonstrated cradle-to-grave contract management lifecycle knowledge including closeout.
- Ability to obtain a Public Trust Security Clearance
- Ability to work in the U.S. without sponsorship.
