About the role

  • Provide strategic and business transformation advisory services to support major IT initiatives.
  • Deliver recommendations to ensure the conception, planning, and delivery of key projects within the department.
  • Draft core project planning deliverables, including: Business cases, Project charters, Project management plans, Benefits realization plans, Transition plans.
  • Develop, manage, and monitor detailed project schedules and budgets, including resource-loaded project plans using MS Project.
  • Create and track risk and issues logs, developing and implementing effective mitigation strategies.
  • Present status reports to governance committees or project authorities as required.
  • Coordinate the completion of all necessary project artifacts, ensuring issues and risks are communicated and escalated appropriately.
  • Support and use departmental methodologies as provided by the Project Authority (PA).
  • Facilitate the consolidation and prioritization of requirements and complete options analysis for key decisions.
  • Support project teams with required deliverables and documentation for each stage of assigned projects.
  • Participate in meetings (virtual or in-person) as requested by the PA, and use appropriate technology for collaboration and presentations (e.g., MS Teams, PowerPoint).
  • Draft and submit all written deliverables for review according to established timelines and specified language requirements.
  • Prepare and submit project closeout documentation, including lessons learned reports.

Requirements

  • Minimum of 10+ years of experience (or 5+ years with recognized professional certification) in project management related to complex IT-enabled transformation initiatives within the last 15 years.
  • Experience providing advisory services —developing findings, conclusions, and recommendations presented for decision-making and implementation, including elements such as: Developing key project artifacts (e.g., business cases, charters, management plans, benefits realization plans)
  • Creating and monitoring resource-loaded schedules and project budgets
  • Maintaining risk and issues logs
  • Implementing organizational change management plans
  • Proven track record in defining, assessing, and developing mitigation plans for complex IT-enabled transformation initiatives, including such elements as: Interdepartmental systems
  • Enterprise-wide solutions
  • Business process reengineering
  • Multi-year, multi-release implementations
  • Interoperability with multiple systems
  • Complex change management with interdepartmental stakeholders and clients
  • Prior project experience providing advisory services in projects to the Government of Canada or Crown Corporations within the past decade.
