About the role

Key responsibilities & impact
  • Lead the delivery of our annual highways surfacing programme across the county
  • Ensure surfacing works are delivered safely, efficiently and to a high standard
  • Manage an extensive delivery programme for a broad range of surfacing activities, including carriageway resurfacing, surface dressing, footway micro‑asphalt surfacing, recycling, rejuvenation and retexturing, alongside emergency machine‑laid works
  • Oversee contractors, manage budgets and performance
  • Act as a key point of contact for elected members, residents and stakeholders
  • Line-manage a Surfacing Engineer and Surfacing Technician
  • Work additional hours as required to suit workload or if site constraints dictate

Requirements

What you’ll need
  • Strong technical knowledge of highway surfacing
  • Proven experience managing large‑scale highway maintenance programmes
  • Excellent communication and stakeholder‑management skills
  • Solid understanding of health & safety and relevant standards (DMRB, SHW, CDM)
  • Experience of managing budgets and contracts (NEC4)
  • A degree (or equivalent) in civil engineering or a related discipline would be desirable together with a health & safety qualification
  • Professional membership of a relevant engineering institution
