About the role

Key responsibilities & impact

Lead the delivery of our annual highways surfacing programme across the county
Ensure surfacing works are delivered safely, efficiently and to a high standard
Manage an extensive delivery programme for a broad range of surfacing activities, including carriageway resurfacing, surface dressing, footway micro‑asphalt surfacing, recycling, rejuvenation and retexturing, alongside emergency machine‑laid works
Oversee contractors, manage budgets and performance
Act as a key point of contact for elected members, residents and stakeholders
Line-manage a Surfacing Engineer and Surfacing Technician
Work additional hours as required to suit workload or if site constraints dictate

Requirements

What you’ll need

Strong technical knowledge of highway surfacing
Proven experience managing large‑scale highway maintenance programmes
Excellent communication and stakeholder‑management skills
Solid understanding of health & safety and relevant standards (DMRB, SHW, CDM)
Experience of managing budgets and contracts (NEC4)
A degree (or equivalent) in civil engineering or a related discipline would be desirable together with a health & safety qualification
Professional membership of a relevant engineering institution
