About the role
Key responsibilities & impact- Lead the Program Manager of TMOs in Burbank and Glendale.
- Promote sustainable, shared and active transportation options in the region.
- Support Steer’s TDM team with project work including direct employer engagement, TDM strategic planning, research and analysis, report writing.
- Work from local TMO offices and Steer’s DTLA office with expected in office attendance of at least 3 days per week.
- Responsible for managing non-profit administration and working with the Boards of Directors to deliver relevant localized programming.
Requirements
What you’ll need- Implement the mission/purpose of the TMOs through the day-to-day operations of the organizations.
- Assist Board of Directors to formulate TMO policies, procedures, and programs.
- Represent and promote the TMOs and their programs in their local communities.
- Prepare annual workplans, budgets, financial plans, and progress reports.
- Support supervision, training, and performance of TMO staff.
- Support other projects at Steer that require skills and experience related to outreach, program development, research and analysis, and report writing.
- Assist individual TMO member organizations with development and implementation of relevant transportation services and programs, including parking management, transit, bicycling, carpooling, vanpooling, and hybrid working/teleworking.
- Research and identify potential grant programs from Federal, State and regional agencies, including local partnerships that support the TMOs’ mission.
- Implement the TMO marketing plan and develop annual updates.
- Network with local employers, agencies, and institutions to raise awareness of the TMO.
- Use motivational and engagement strategies to entice potential TMO members to participate in TMO programs and to encourage employees to try sustainable travel options.
- Deliver presentations and represent the TMOs to potential members, public agency representatives, employee transportation coordinators, and employees.
- Lead the planning and delivery of commuter information events (e.g. transportation fairs, meet-your-match gatherings, awareness days, bicycle week, etc.).
- Assess transportation service needs of local businesses and commuters.
- Engage with local and regional transportation planning organizations and committees, and regional and local officials, on transportation issues.
- Act as a liaison between the public and private sectors in each community.
- Support large employers with their obligations for reducing Average Vehicle Ridership (AVR) and Vehicle Miles Travelled (VMT) under the South Coast Air Quality Management District’s Rule 2202.
- Support employers and developers comply with each City’s TDM ordinance requirements, including conducting annual employee transportation surveys, preparing and updating TDM Plans, and implementing required trip reduction strategies.
- Manage the day-to-day operation of the TMOs with the oversight of the Project Director.
- Implement and maintain a system for tracking and monitoring progress, including reporting, that can be shared with the TMO Boards of Directors and stakeholder agencies.
- Manage the preparation of TMO financial documents and monitor financial activities and programs.
- Manage the planning and delivery of TMO board meetings, strategic planning meetings, and special meetings.
- Maintain TMO membership databases.
- Gather data to support positive impacts of TMO programming and the benefits of TMO membership.
- Work alongside colleagues in Steer’s TDM team to conceptualize, develop, and deliver on new and existing client projects, including program and pilot delivery, strategic plans, policy analysis, and program evaluation.
- Work directly with clients to present work and respond to feedback.
- Manage time effectively to balance both TMO needs and additional project responsibilities.
