About the role

Key responsibilities & impact
  • This is an intermediate level position. The primary responsibility of this position is to assist in the development, reform, and implementation of the state laws and rules that address air quality.
  • Performs detailed research, analysis, and interpretation of matters related to the Division’s regulatory reform and legislative coordination efforts and associated administrative activities, including: the substantive and procedural requirements and effects of existing and proposed federal and state air quality laws and regulations; variances from state requirements; the cost to implement existing and proposed federal and state air quality laws and regulations; the function, cost, and availability of air pollution control equipment; the function and operation of various regulated sources of air emissions; and data related to Florida’s air emission sources and their environmental impacts.
  • Applies a scientific understanding of data and analytical methods to assignments pertaining to the implementation of the United States Clean Air Act in the State of Florida and associated administrative tasks.
  • Contributes to the drafting of a variety of documents related to the Division’s regulatory reform and legislative coordination efforts, including: legislative analyses; proposed rule language; rulemaking-related documents and correspondence; technical reports and analyses that involve scientific, economic, and administrative components; comments to the United States Environmental Protection Agency (EPA) concerning proposed regulations; proposals to revise the Florida State Implementation Plan (SIP); press releases; public education documents; internal research memoranda; regulatory timelines; variances from state requirements; and internal process manuals.
  • Conducts rulemaking and assists in the preparation and administration of formal briefings, public meetings, workshops, or hearings on proposed rules and proposed revisions to Florida’s State Implementation Plan (SIP) under the United States Clean Air Act.

Requirements

What you’ll need
  • Valid driver’s license
  • Travel on state business
  • At least 5 years of verifiable related experience.
  • Post-secondary degrees from an accredited university or college with a degree in the field of natural science, information science or technology, engineering, meteorology, or atmospheric science and at least one year of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of 5 years.
  • Knowledge and/or experience in project coordination and/or the use of project tracking tools
  • Knowledge and/or experience with rulemaking processes and procedures in the State of Florida
  • Knowledge and/or familiarity with any state or federal environmental, health, or safety-related regulatory programs
  • Knowledge and/or experience researching or organizing information on subjects relating to the natural or physical sciences, engineering, regulatory law, or administrative law
