About the role
- Manage the procurement/contracting process to ensure quality commodities/services are obtained at a fair price
- Ensure modifications to complex contracts are within terms and conditions of original agreement
- Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes
- Process acquisitions from various sources including PRIDE, RESPECT, DOT agency term contract, etc.
- Analyze procurement requests, review specifications/scopes, provide instruction to project managers, and issue purchase orders
- Conduct informal training sessions for project and cost center managers, and vendors to improve understanding of procurement process
- Prepare and manage supplements, amendments, change orders, and maintain organized files
- Review contracts for validity of pending action and follow through with timely action
- Provide administrative support through telephone and receptionist backup, review and approve purchase requisitions.
Requirements
- Three (3) years professional purchasing experience involving competitive procurement
- Post-secondary education may substitute for the required work experience on a year-for-year basis
- Knowledge of laws, rules, procedures and practices governing the procurement of contractual services and commodities
- Skills in the use of computer-based spreadsheets, internet, databases and word processing applications
- Reviewing documents for accuracy and completeness
- Skilled in problem-solving techniques
- Ability to utilize electronic procurement systems.
- Ability to plan, develop and coordinate the procurement of non-complex projects for contractual services and/or commodities
- Ability to work independently, plan, organize and prioritize assignments
- Ability to establish and maintain effective working relationships
- Ability to communicate effectively and appropriately both verbally and in writing.
