About the role

  • This position’s primary duties involve auditing and analysis of billings from private court-appointed attorneys representing indigent persons and associated due process vendors to determine if the billings meet statutory requirements, are accurate and appropriately billed, and are reasonable.
  • Serve JAC as a model employee through commitment to the agency goals and mission, professional integrity, communication, and overall interaction with all members of JAC staff and those we serve.
  • Display a commitment to the mission, vision, and core values at JAC.
  • Review court-appointed or indigent for costs billings for reasonableness and compliance with Florida law, the requirements of the Florida Department of Financial Services (DFS), JAC Contracts, and JAC Policies and Procedures.
  • Access the online Comprehensive Case Information System (CCIS) and other online databases to verify and obtain information related auditing billings.
  • Forward billings to the Approval Unit for payment if the billing meets all requirements.
  • Reject billings, issue audit deficiencies, prepare Letters of Objection or No Objection if the billings do not meet requirements.
  • Update information in JAC’s Court-Appointed Attorney Tracking System (CAATS).
  • Ensure documents are accurately entered into Laserfiche (JAC’s Electronic Document Management System).
  • Participate in unit meetings and other meetings.
  • Identify issues or problems with CAATS or Laserfiche systems.
  • Aside from assigned primary billing types, audit other billings on an as-needed basis. This entails reviewing the bill for reasonableness and compliance with the contract and JAC policies and procedures. May also issue Audit Deficiencies and prepare Letters of Objection or No Objection.
  • Process Orders to Pay as needed. Other duties as needed.

Requirements

  • Preference given for candidates with an associate’s or bachelor’s degree in criminal justice, criminology, paralegal studies, pre-law, or equivalent work experience such as a criminal investigator, court reporter, criminal investigations, auditing clerk, or any other relevant work especially in the criminal justice system and criminal investigations.
  • Candidates with an associate’s or bachelor’s degree in accounting, finance, or a Certified Public Manager or Six Sigma designations/certifications are also encouraged to apply.
  • Knowledge of court documents and clerk of court progress dockets and records.
  • Knowledge of requirements for indigent for costs cases including those set forth in s. 27.52(5), F.S.
  • Ability to be familiar and comply with the requirements of Florida law and the Department of Financial Services, including ss. 112.061 & 215.422, F.S.
  • Ability to analyze and evaluate data in various formats.
  • Ability to independently conduct audits of attorney fee and due process billings.
  • Ability to quickly understand and accurately use new hardware and software.
  • Ability to participate in training opportunities to improve knowledge, skills, and abilities.
  • Ability to communicate respectfully and effectively, both verbally and in writing.
  • Ability to identify and propose possible process improvements.
  • Ability to be open to suggestions for process improvements from co-workers.
  • Ability to develop and implement policies, procedures, goals, and objectives.
  • Ability to prioritize competing assignments while maintaining personal composure.
  • Ability to establish and maintain effective working relationships with other employees and the general public.
  • Ability to deal with conflict in a positive and constructive manner.
