Review and understand documented business requirements and technical specifications.
Use no-code, low-code tools including Oracle APEX to develop and test applications.
Develop and test multi-tier database-driven Java applications and components.
Develop web solutions using HTML, CSS, JavaScript, frameworks, and other tools.
Design, configure, and use ETL tools and process to analyze, manipulate, and integrate data.
Define and complete unit and system level testing.
Create and maintain technical documentation.
Work as part of a team on user acceptance tests.
Work as part of a team on production deployments.
Provide support for assigned production systems.
Troubleshoot and resolve production issues.
Provide consultation and technical assistance to members of the Lottery staff.
Learn about the Lottery’s system business operations.
Develop and grow relevant technical expertise and skills.
Performs other duties as assigned.

Requirements

A Bachelor’s degree in Computer Science, MIS, Information Technology, or a related field (or equivalent years of experience).
Up to four (4) years of application development experience.
Successful passing of a criminal background check (state, local, and national) is required).
Knowledge of modern information systems concepts and terminology.
Knowledge of software engineering life cycle methodologies.
Knowledge of programming languages, JAVA preferred.
Knowledge of relational database concepts and techniques.
Knowledge of data feeds and data parsing using various XML technologies and SQL.
Experience with systems analysis and design.
Experience with full stack development, Java, Oracle and PL/SQL preferred.
Experience developing technical documentation, specifications, and reports.
Ability to learn, use, understand, and integrate new software and hardware technologies.
Ability to communicate effectively to non-technical staff and management.
Ability to think logically and to analyze and solve problems.
Ability to identify, analyze, and define user system needs.
Ability to establish effective working relationships.
Ability to plan, organize, and coordinate work assignments.
