About the role
- This position is responsible for planning and directing all phases of the Department of Commerce comprehensive Personnel/Human Resource Program.
- This includes responsibility for, but not limited to: recruitment, selection, Talent Management, classification, review and performance planning, human resource information systems administration, employee relations, workforce reduction, attendance and leave, employee insurance and benefits, workers' compensation, Employee Assistance Program (EAP), dual employment, payment of moving expenses, labor relations, collective bargaining activities, and the investigation of union grievances at Step II (agency head level).
- Exercises independent judgement in carrying out the above responsibilities, the formulation of policies and administration of budget.
- Serves as the agency personnel officer and represents the department at meetings of importance to the department.
- Makes recommendations to the Department Secretary on various requests for personnel actions and provides advice on personnel related issues.
- Prepares requests to outside agencies for the department’s Secretary signature and prepares correspondence from the Secretary to Senior Management Staff (SMS) and Select Exempt Staff (SES) .
- Researches and/or compiles information and prepares agency's response to inquiries on personnel and related matters.
- Works closely with the agency's legal staff on complex personnel issues which may involve litigation.
- Implements pay changes as directed by the Legislature, the Department of Management Services and the Secretary.
- Responsibilities include the development and implementation of the department’s personnel manual; analyzes recommendations and prepares and forwards final policy for the Secretary's approval and signature, and for monitoring programs for compliance with agency personnel procedures.
- Meets and consults with department management and staff to make sure the human resource needs and objectives of the department are met and to coordinate the resolution of problems and issues.
- Disseminates information and provides direction and assistance to management, supervisors and employees on personnel matters.
- Communicates department concerns and expected results to teams engaged in improving personnel processes.
Requirements
- As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required to travel.
