About the role

  • Lead requirements-gathering sessions with program stakeholders supporting Newborn Screening and Environmental Health initiatives
  • Serve as the primary liaison between business units and IT teams
  • Conduct gap analysis and recommend system and process improvements
  • Provide application and functional oversight to other business analysts
  • Develop and maintain:
  • - Business Requirements Documents (BRDs)
  • - Functional specifications
  • - User stories and acceptance criteria
  • Analyze and document end‑to‑end workflows, including:
  • - Newborn Screening specimen lifecycle and follow‑up processes
  • - Environmental sample collection, testing, and reporting workflows
  • Support and enhance:
  • - Newborn Screening systems (specimen tracking, results reporting, follow‑up)
  • - Environmental Health systems (sample tracking, chain of custody, laboratory reporting)
  • Coordinate with IT staff and vendors to resolve defects and implement enhancements
  • Identify opportunities for automation, standardization, and efficiency improvements
  • Lead User Acceptance Testing (UAT):
  • - Develop test plans and test scripts
  • - Coordinate testing activities with business and technical stakeholders
  • Develop training materials and conduct end‑user training sessions

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Public Health, Life Sciences, or a related field
  • 8+ years of experience in business analysis, systems analysis, or related IT roles
  • 8+ years of requirements elicitation and documentation experience
  • 8+ years of process mapping and workflow analysis
  • 8+ years of data analysis and problem‑solving experience
  • 8+ years of test planning and execution, including UAT
  • Experience supporting Newborn Screening programs and/or Environmental Health systems
  • Knowledge of public health data systems and reporting requirements
  • Experience using Azure DevOps
  • Knowledge of data integration standards (e.g., HL7, APIs)
  • Ability to manage multiple priorities and meet deadlines
  • Strong communication skills and ability to collaborate across cross‑functional teams
  • Nice to Have
  • Experience supporting government or public sector health systems
  • Experience working with regulatory or compliance‑driven applications
