About the role
- Lead requirements-gathering sessions with program stakeholders supporting Newborn Screening and Environmental Health initiatives
- Serve as the primary liaison between business units and IT teams
- Conduct gap analysis and recommend system and process improvements
- Provide application and functional oversight to other business analysts
- Develop and maintain:
- - Business Requirements Documents (BRDs)
- - Functional specifications
- - User stories and acceptance criteria
- Analyze and document end‑to‑end workflows, including:
- - Newborn Screening specimen lifecycle and follow‑up processes
- - Environmental sample collection, testing, and reporting workflows
- Support and enhance:
- - Newborn Screening systems (specimen tracking, results reporting, follow‑up)
- - Environmental Health systems (sample tracking, chain of custody, laboratory reporting)
- Coordinate with IT staff and vendors to resolve defects and implement enhancements
- Identify opportunities for automation, standardization, and efficiency improvements
- Lead User Acceptance Testing (UAT):
- - Develop test plans and test scripts
- - Coordinate testing activities with business and technical stakeholders
- Develop training materials and conduct end‑user training sessions
Requirements
- Bachelor’s degree in Information Technology, Computer Science, Public Health, Life Sciences, or a related field
- 8+ years of experience in business analysis, systems analysis, or related IT roles
- 8+ years of requirements elicitation and documentation experience
- 8+ years of process mapping and workflow analysis
- 8+ years of data analysis and problem‑solving experience
- 8+ years of test planning and execution, including UAT
- Experience supporting Newborn Screening programs and/or Environmental Health systems
- Knowledge of public health data systems and reporting requirements
- Experience using Azure DevOps
- Knowledge of data integration standards (e.g., HL7, APIs)
- Ability to manage multiple priorities and meet deadlines
- Strong communication skills and ability to collaborate across cross‑functional teams
- Nice to Have
- Experience supporting government or public sector health systems
- Experience working with regulatory or compliance‑driven applications
