About the role

  • Lead all phases of the program lifecycle, including facility startup, ongoing operations, surge support, and eventual closeout.
  • Ensure that detainee care, custody, and support services comply with National Detention Standards (NDS) and other federal regulations.
  • Direct strategic planning and decision-making to meet contract requirements and Agency expectations.
  • Supervise and support facility leadership teams and subject-matter experts across multiple disciplines.
  • Act as the primary liaison with government officials, including the Contracting Officer (CO) and Contracting Officer’s Representative (COR).
  • Oversee subcontractors’ performance, ensuring timely and compliant delivery of services.
  • Conduct regular audits, inspections, and risk assessments to ensure contract compliance and mitigate operational risks.
  • Provide accurate and timely reports to the CO, COR, and SOSi leadership.
  • Implement corrective actions and contingency plans when required.
  • Direct rapid staff mobilization and surge capacity planning to meet unexpected demand.
  • Ensure adequate staffing, training, and resource allocation across the facility.
  • Manage program budgets, track expenditures, and ensure efficient use of funds.
  • Serve as the key point of contact for the customer and SOSi headquarters on all contract-related matters.
  • Provide regular updates to leadership on performance, compliance, and risk status.
  • Prepare closeout documentation, including final reports and lessons learned.

Requirements

  • Bachelor’s degree in business administration, criminal justice, or a related field.
  • Minimum of 10 years’ experience managing federal contracts in detention, correctional, or comparable environments.
  • Demonstrated leadership experience managing large-scale, multi-subcontractor operations.
  • Knowledge of Federal Acquisition Regulations (FAR), whole-of-government approaches, and sensitive systems like the Enforcement Alien Removal Module (EARM).
  • Ability to obtain and maintain necessary federal security clearances (e.g., Tier 5 background investigation).
