About the role
Key responsibilities & impact- Own Skylo’s IPX, hubbing, and clearing-partner ecosystem
- Manage contracts, operating cadence, service performance, escalation paths, and redundancy strategy
- Manage and develop relationships with international roaming partner operators throughout the agreement lifecycle
- Manage international connectivity and signalling providers, including IPX/GRX carriers, roaming hubs, and SS7/Diameter signalling providers
- Select providers, negotiate contracts, and monitor service-level agreements
- Manage data and financial clearing houses and hub providers
- Monitor billing, disputes, and reconciliations
- Coordinate the opening and testing of new roaming relationships
- Oversee operator data and documentation exchange, including TAP/RAP, NRTRDE, and RAEX
- Negotiate, draft, maintain, sign, and update agreements
- Analyse roaming traffic, quality, revenue, cost, and margin
- Define optimisation strategies for tariffs, steering of roaming, and fraud management
- Ensure compliance with GSMA standards, EU roaming regulation, and applicable local regulations
- Interface with Network, IT/BSS, Finance, Legal, Wholesale, and Marketing teams
- Participate in international travel, industry events, and working groups
Requirements
What you’ll need- 10+ years of experience in a roaming / wholesale roaming role within a mobile operator or at a hub/IPX provider
- 10+ years of experience in carrier interconnect, wholesale roaming, IPX/GRX, telecom vendor management, or a closely related field
- Proven direct management of relationships with international operators and carriers
- Senior-level ownership of strategic suppliers and complex partner relationships
- In-depth knowledge of international roaming business, commercial models, value chain, tariff mechanisms, steering, settlement, and clearing
- Thorough knowledge of GSMA standards and procedures including RAEX/IR.21, AA.12, TAP/RAP, NRTRDE, BCE, IREG, and TADIG
- Solid understanding of 2G/3G/4G/5G architectures and roaming network elements
- Working depth in SS7/MAP and Diameter signalling, GT/point-code and realm routing, DEA/STP, DNS, and IPX interconnect operations
- Strong knowledge of SMS interworking, VoLTE roaming (S8HR/LBO), and 5G roaming (SEPP)
- Knowledge of BSS/OSS systems including mediation, rating/charging, wholesale billing, clearing, TAP processing, fraud management, and steering systems
- Demonstrated success negotiating complex telecom agreements, pricing models, service levels, credits, and executive escalations
- Strong analytical and coordination skills
- Fluent English, written and spoken, is mandatory
- Availability for international travel and participation in industry events and working groups
- Preferred: experience with NTN, NB-IoT, IoT roaming, or rapidly scaling multi-MNO networks
- Preferred: familiarity with GSMA processes and signalling or network-visibility platforms
- Preferred: experience with Jira, Confluence, Slack, partner portals, and operational scorecards
