About the role
- Conduct site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical, and plumbing components, etc.) to document disaster-related damage
- Conduct site inspections to validate infrastructure damage and record detailed damage descriptions during the inspection to include the following additional tasks: Review and analyze professional architectural/engineering reports and designs or as-built plans
- Thoroughly document analyses in writing
- Develop scopes of work, including related code and standard requirements
- Validate applicant-provided scopes of work, including related code and standard requirements
- Develop and review cost estimates
- Advise FEMA staff on the technical validity of claims presented under FEMA’s arbitration process
- Testify as an expert witness on FEMA’s behalf on an as needed basis
Requirements
- A bachelor's degree in electrical engineering with 5 years of experience in a related field and professional registration (Professional Engineer – PE); OR bachelor's degree in electrical engineering with 10 years of experience in a related field
- 1-2 years of experience in site inspections of large commercial infrastructures
- 1-2 years of experience in site inspections in any of the following eligible types of work: Restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and recreation centers
- The ability to obtain and maintain FEMA Public Trust
- A United States citizenship
- The ability to maintain FEMA specific trainings
- Microsoft Office skills
- The ability to deploy to any location in zone 2 with a 24–48-hour notice after task order award
- Zone 2 includes Arkansas, Colorado, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Texas, Utah, Wisconsin, and Wyoming
- The ability to go on 6–12-month deployments at a minimum
- Comfortability and experience using a smart phone
- The ability to work independently, in a team environment and under stressful conditions with tight deadlines
- Additional desired experience and skills:
- 2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience
- PE - Professional Engineer
- Experience managing Site Inspectors
- Knowledge of the FEMA Public Assistance program/policy
- Trained in the new Public Assistance delivery model is preferred
- Active FEMA badge
