About the role
- Support FEMA Public Assistance (PA) recovery initiatives in Zone 2 across the Midwest for state, tribal, territorial, local governments and some non-profits
- Review and analyze professional architectural/engineering reports and designs or as-built plans
- Thoroughly document analysis in writing
- Develop scopes of work including related code and standard requirements
- Validate applicant-provided scopes of work and related code/standard requirements
- Develop and review cost estimates
- Advise FEMA staff on technical validity of claims and, if needed, testify as an expert witness on FEMA’s behalf
- Deploy to disaster-affected locations and perform on-site inspections and program support
Requirements
- A bachelor's degree in a related field with 5 years of experience and Professional Engineer (PE) registration OR a bachelor’s degree with 10 years of related experience
- 1-2 years of experience in site inspections of large commercial construction infrastructure
- 1-2 years of experience in site inspections in eligible work types (roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, recreation centers)
- Ability to obtain and maintain FEMA Public Trust and/or FEMA EOD Badge
- United States citizenship
- Ability to maintain FEMA specific trainings
- Strong Microsoft Office skills
- Ability to deploy to any Zone 2 location with 24–48-hour notice after task order award
- Willingness/ability to go on 6–12-month deployments
- Comfortable and experienced using a smart phone
- Ability to work independently and in a team environment under stressful conditions with tight deadlines
- Desired: 2+ years FEMA Public Assistance (PA) experience; experience managing site inspectors; knowledge of FEMA Public Assistance program/policy; training in new Public Assistance delivery model preferred; active FEMA badge
