About the role
- Serve as Workforce Management Senior Analyst supporting NAVSEA Industrial Operations Directorate (SEA 04), working primarily onsite in Washington DC and travelling to the DC Navy Yard a few times per week
- Coordinate with the SEA 04Z Workforce Management team to implement personnel management initiatives and perform comprehensive workforce analysis including BIN review and adjustments, billet support management, and personnel allocation optimization
- Provide expert support for personnel management systems including DCPDS, TFFMS, and TWMS; coordinate quick activation of ERP accounts and necessary roles for new personnel
- Support liaison activities with the NAVSEA Training Manager; monitor and track COR appointments and terminations and assist with the Procurement Integrated Enterprise Environment (PIEE) system
- Manage and coordinate recurring career and leadership courses for supervisory and non-supervisory employees; recommend and implement training improvements
- Prepare and manage NAVSEA 04Z Program Objective Memorandum (POM) submissions and support NAVSEA/Navy PPBE processes
- Support preparation and execution of program office workshops to evaluate organizational behaviors and consult with leadership to recommend courses of action for cultural objectives
- Assist in planning and execution of retirement, promotion, and farewell ceremonies, including developing scripts, programs, and coordinating vendors and materials
- Manage manpower documents, create/edit/approve/process/track hiring actions, and review hiring policies for updates and changes
- Provide management and execution support for SEA 04's Mentoring Program and assist in reviewing and analyzing SEA 04Z's diversity and equal opportunity climate
Requirements
- Contingent upon ability to transfer and maintain a DoD Interim Secret level clearance
- Minimum of 7 years of experience in HR management, workforce planning, or personnel management
- Bachelor’s degree in human resources, Business Administration, Public Administration, or related field
- Demonstrated experience with federal personnel systems (DCPDS, TFFMS, TWMS)
- Expert knowledge with Navy manpower documents, including billet identification numbers (BINS), billets, updating personnel information in TWMS
- Experience in BIN management, billet allocation, and manpower planning
- Experience communicating with SES/Flag level personnel and supervisory experience
- Experience drafting/coordinating/presenting papers, briefings, and presentations at the Flag Officer/SES level
- Expert knowledge of federal personnel management systems and databases
- Proficiency in ERP systems and personnel data management; experience coordinating ERP account activations and role assignments
- Strong analytical skills for workforce demographics and manpower analysis
- Knowledge of DoD program management, technical, or business management
- Knowledge of federal HR regulations, training requirements, and certification processes
- Workshop facilitation and training program management capabilities
- Experience working Navy POM / budget submissions, POM issue papers, drafting and coordinating POM and budget reclamas
- Experience recommending personnel training improvements and conducting personnel training classes
- Experience in government or military environment highly desirable
- Ability to travel up to 10%
- Physical requirements: ability to perform repetitive motions with hands, wrists, and fingers; ability to engage in and follow audible communications in emergency situations; ability to sit for prolonged periods at a desk and work on a computer
