About the role

  • Oversee and manage all security-related activities on sensitive construction or renovation projects under the authority of the U.S. Department of State’s Bureau of Diplomatic Security (DS).
  • The SSM serves as the primary on-site liaison between the Diplomatic Security representative and construction personnel, ensuring full compliance with Overseas Buildings Operations (OBO) security protocols and contract requirements, especially as detailed in the Security Classification Guide (SCG) and 12 FAH-5 guidelines.
  • Responsibilities include: Act as the primary security representative on the construction site, enforcing compliance with DoS construction security policies, procedures, and standards; supervise and coordinate a team of Cleared American Guards (CAGs), Construction Surveillance Technicians (CSTs), and other security personnel; implement and maintain the Construction Security Plan (CSP) and site-specific security procedures in collaboration with the Regional Security Officer (RSO) or Site Security Coordinator (SSC); manage access control, inspections, secure storage protocols, and surveillance detection measures; conduct security briefings and site orientations; maintain daily logs, incident reports, and documentation; liaise with U.S. Government stakeholders, construction managers, and subcontractors; report security violations; support TSCM, secure logistics, and handling of classified materials; prepare the site for security audits and inspections; coordinate emergency response procedures.

Requirements

  • Certified Site Security Manager (SSM) under the U.S. Department of State's Bureau of Diplomatic Security program.
  • Active U.S. Government Top Secret security clearance, with Full Scope Polygraph where required.
  • Minimum of 5 years of experience in security management or construction security on secure government facilities.
  • Knowledge of State Department protocols, particularly 12 FAH-5, SECNAVINST 5510.36, and related CSP and TSCM protocols.
