About the role

  • Leadership role in the management of resources, funds and performance objectives
  • Establishes and maintains productive working relationships with the DOE customer, executive management, staff and subcontractor
  • Provides independent functional oversight, ensuring the company is complying with contract requirements and project standards related to project controls
  • Develops, implements and ensures adherence to cost control and scheduling standards, policies, systems, and procedures
  • Manages the “named” subcontractor that provides project control and estimating services
  • Acts as the company’s interpretive authority for Electronic Industries Alliance-748 (EIA-748), which defines the criteria and requirements for the Earned Value Management System (EVMS).
  • Oversees the company’s EVMS program and system including activities such as guideline development/maintenance, systems enhancement, compliance, and self-surveillance
  • Oversees development and maintenance of the Performance Measurement Baseline (PMB)
  • Ensures standards for PMB Change Control, administration and implementation of Baseline Change Control documentation, and maintenance and ownership of the Baseline Change Control Log
  • Manages project planning activities ensuring company/customer requirements, funding constraints, and interaction between projects are appropriately included/managed.
  • Ensures project cost/schedule input to company/facility schedules to ensure proper planning and utilization of resources and timely completion of projects to support those schedules.
  • Integrates cost and schedule data and reporting with the company’s accounting and management information systems to facilitate meeting company performance and financial goals
  • Organizes and defines work assigned.
  • Develops, innovates and implements through the continuous improvement process, improved and more efficient project controls systems and processes to optimize resources, minimize impacts and accomplish all assigned work in the most cost effective and disciplined manner
  • Provides overall visibility by frequent, clear and accurate communications (written and oral) to internal and external customers on the status and issues, and on Project/Functional Teams' performance against objectives and baselines to control anomalies.
  • Integrates project/functional inputs by establishing data formats and performing data roll ups, consolidates performance indicators for Project Teams/Director(s), recommends solutions and corrective actions
  • Manages professional personnel providing work direction, leadership, and employee coaching/counseling. This includes hiring, career development, performance review, and salary administration

Requirements

  • Bachelor’s degree in engineering, construction, business or related field.
  • 10+ years of progressive experience with engineering, procurement and/or construction projects and operating industrial facilities.
  • 5+ years experience with cost, schedule and supervision of personnel responsibilities.
  • Demonstrated expert working knowledge and understanding of PC and Project Management (PM) concepts from Project Initiation throughout Project Completion and Closeout.
  • Demonstrated ability to effectively lead Project Controls Organization on a large/complex project.
  • Specific experience in baseline development, earned value reporting and analysis, scheduling, cost estimating and change control, as well as cost forecasting, monthly accruals, variance analysis and ability to conduct cost and schedule reviews with CAMs, PCs and project teams.
  • Strong knowledge of EIA 748 "Earned Value Management System" in a Federal Government (Department of Energy or Department of Defense) environment.
  • Demonstrated experience and knowledge of PC tools (spreadsheets, systems, schedules, estimates) and EVMS software (Cobra, wInsight, Primavera P6, or other analysis tools).
  • Working knowledge of design, procurement, field construction, start-up and their interfaces.
  • Working knowledge of DOE Order 413.3B, Program and Project Management for Acquisition of Capital Assets for Line Item/Capital Asset Projects.
  • Solid knowledge of Business Systems (EVMS, Estimating, Accounting and Procurement) and Industry Project Controls practices.
  • Strong skills using Business software packages, i.e. Excel, Word, and Power Point.
  • Demonstrated strong written, verbal and presentation skills.
