About the role
- Reports to Chief Financial Officer and leads design, oversight, evolution, and operation of Sabin’s program control systems
- Lead strategic development, implementation, and refinement of program controls and related FP&A systems
- Oversee integration of cost into master schedules and performance management across programs using EVM methodologies
- Integrate subcontractor, consultant, and other direct cost forecasts and actuals into overall program financial models
- Collaborate with cross-functional teams to validate subcontractor and consultant inputs and ensure accuracy in consolidated reporting
- Ensure financial integrity through forecasting, variance analysis, and long-range (annual and 5-year) budget planning
- Maintain accuracy in corporate financial reporting, cash flow tracking, and scenario modeling
- Ensure program controls infrastructure complies with FAR and other government and partner requirements
- Compile, interpret, and visualize program data; develop dashboards and performance metrics using Excel, Smartsheet, PowerBI, and Deltek
- Analyze program-level cost, schedule, and resource risk indicators and surface insights to guide corrective action
- Drive systems alignment and integration across scheduling, budgeting, and reporting systems; evaluate and implement technology/process improvements
- Lead internal and external audits related to project controls and contract performance and oversee development/submission of performance and financial reports to stakeholders
- Represent Sabin in steering committees, alliance management meetings, and governance bodies as necessary
- Manage, mentor, and develop program control staff and champion inclusive leadership and continuous improvement
Requirements
- Bachelor’s degree required; master’s degree in business, Finance, or related field preferred
- Certified as an Earned Value Professional (EVP) preferred
- Minimum of 12 years of progressive experience in program controls, FP&A, and program performance management within government-funded environments
- Expertise in Earned Value Management (EVM), cost and schedule integration, variance analysis, and control account management
- In-depth understanding of U.S. Federal Acquisition Regulations (FAR), indirect cost principles, and other government compliance frameworks
- Demonstrated experience with corporate financial reporting and management, long-term strategic planning, and multi-year budgeting
- Proven experience with MS Project, Deltek, PowerBI, Smartsheet and advanced Excel modeling
- Exceptional ability to synthesize complex data into actionable insights and communicate with technical and non-technical audiences
- Strong leadership, interpersonal, and communication skills; proven track record in building and managing teams
- Commitment to Sabin’s mission and ability to thrive in a fast-paced, mission-driven environment
- Ability to travel approximately 10-20% domestically and internationally with notice
