About the role
Key responsibilities & impact- Oversee centralized capital and infrastructure project portfolios, including performance, schedules, budgets, and risks
- Conduct risk assessments and proactively identify issues affecting project delivery
- Review project management reports, milestones, and implementation plans
- Partner with finance, engineering, facilities, project management, and other cross-functional teams
- Prioritize infrastructure investments based on business needs, financial impact, and organizational goals
- Develop and maintain portfolio reports, dashboards, heat maps, and centralized planning models
- Communicate project updates, portfolio health, financial performance, risks, and recommendations to senior leadership
- Own portfolio governance and ensure adherence to planning, financial management, policy, and compliance processes
- Support end-to-end execution of capital investments across RTX facilities and infrastructure
- Validate capital appropriation workbooks, funding sources, business cases, budgets, schedules, and forecasts
- Oversee capital intake, triage, and gate review processes and facilitate decision forums
- Execute NPV, IRR, LCCA, and ROI analyses to evaluate investment options and prioritization
- Track undistributed budgets, risks, opportunities, and Annual Operating Plan performance
- Contribute to three- to five-year rolling forecasts and long-range five-year plans
- Manage the enterprise backlog and identify degradation, capacity, and operational-risk trends
- Strengthen data flows from CMMS, condition assessments, reliability indicators, and risk registers
- Define and enforce standards for project justification and OPEX/CAPEX documentation
- Collaborate with Engineering, Reliability, Facilities, Finance, Procurement, Strategy, and regional transformation teams
- Support strategic, cost-effective investments that reduce Total Cost of Ownership and ensure long-term mission continuity
Requirements
What you’ll need- Minimum 8+ years of experience prioritizing capital investments
- Bachelor’s degree in Engineering, Finance, Facilities, Business Administration, Computer Science, or related field, or equivalent combination of related work experience and schooling in lieu of degree
- 5+ years interfacing with real estate, engineering, operations, business management, financial management, portfolio management, project management, and/or aviation program leadership
- 5+ years of experience in budgeting, capital planning, portfolio management, asset management, facilities engineering, and/or FP&A
- 3+ years of experience in advanced data analytics, predictive modeling, CMMS, investment planning tools, enterprise risk platforms, Python, and visualization tools such as Power BI and Tableau
- 2+ years of advanced modeling skills using NPV, IRR, LCCA, and ROI
- Solid understanding of GAAP, direct and indirect costs, capital investment policy, color of money, and financial compliance
- Demonstrated ability to evaluate project plans, validate assumptions, identify risks, ensure financial compliance, and support execution to plan
- Familiarity with architectural, civil, electrical, and mechanical infrastructure
- Proficiency in Excel and business intelligence solutions such as Tableau and Power BI
- Experience interpreting condition assessments, reliability indicators, risk registers, and MEP infrastructure inputs
- Familiarity with facility and utility infrastructure, building systems, asset lifecycle degradation, and reliability engineering concepts including FMEA, RCM, and MTBF
- Experience with enterprise risk management, hazard identification, mitigation tracking, and proactive risk assessment methodologies
- Experience with operating model design, change management, budget planning, executive-level presentations, and standardized investment frameworks
- U.S. citizenship required because only U.S. citizens are authorized to access certain necessary systems
