About the role

Key responsibilities & impact
  • Lead full life cycle contract management for complex Department of Defense (DoD) programs, including proposal development, negotiation, award, execution, and drafting, interpreting, negotiating, and administering Prime Contracts, Subcontracts, Non‑Disclosure Agreements (NDAs)/Proprietary Information Agreements (PIAs), and related agreements.
  • Analyze Requests for Proposal (RFPs), ensure proposal compliance, coordinate estimating and pricing (E&P) and other functional inputs, and ensure the timely delivery of high‑quality submissions.
  • Analyze and negotiate terms and conditions, identify and manage contractual and business risks, and ensure compliant execution of contract scope across multiple contract types including Cost‑Plus‑Fixed‑Fee (CPFF), Cost‑Plus‑Incentive‑Fee (CPIF), Cost-Plus-Award-Fee (CPAF), Firm‑Fixed‑Price (FFP), and Level of Effort (CPFF-LOE & FFP‑LOE).
  • Serve as the primary contractual interface with Government and Prime customers, developing strong professional relationships and representing the company in negotiations and external engagements.
  • Provide strategic guidance on contractual rights, obligations, regulations, policies, and risk mitigation, ensuring compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and related customer supplements.
  • Ensure compliance with International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Controlled Unclassified Information (CUI), and corporate procedures.
  • Collaborate with Program Management, Engineering, Finance, Supply Chain, Legal, Estimating, and other cross‑functional partners to resolve issues, support program execution, and drive successful business outcomes.
  • Investigate and resolve complex contractual matters by applying critical thinking, creative contracting techniques, and proactive engagement with internal and external stakeholders.
  • Engage with the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) as required.
  • Operate independently in a fast‑paced environment, managing multiple priorities, responding to urgent requirements, and providing clear, effective communication to senior leadership on matters of strategic importance.
  • Minimal domestic travel may be required.

Requirements

What you’ll need
  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • Active and transferable U.S. government issued security clearance is required prior to start date
  • Experience administering DoD contracts, including working with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and related customer supplements.
  • Experience preparing, negotiating, and managing proposals and contract actions of medium to high complexity, including sole‑source efforts and activities subject to the Truthful Cost or Pricing Data Act (formerly the Truth in Negotiations Act, TINA).
  • Experience leading contract negotiations or serving as a Contracts Lead, with demonstrated ability to collaborate effectively with customers and cross‑functional teams.
  • Active or prior Top Secret (TS) or TS/Sensitive Compartmented Information (TS/SCI) security clearance and experience working in closed or secure environments.
  • Experience negotiating, administering, and executing complex U.S. Government and commercial contracts, including sole‑source proposals subject to the Truthful Cost or Pricing Data Act (formerly TINA), Performance‑Based Payments and Progress Payments, and a variety of agreement types such as Other Transaction Agreements (OTAs), Non‑Disclosure Agreements (NDAs), Proprietary Information Agreements (PIAs), Memorandums of Understanding/Agreement (MOUs/MOAs) and other industry-standard agreements.
  • Familiarity with Intellectual Property, International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), handling Controlled Unclassified Information (CUI), compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Strong leadership, communication, and interpersonal skills with the ability to influence decision‑making, build effective customer and stakeholder relationships, and present complex information clearly to diverse audiences.
  • Demonstrated ability to manage complex proposals and negotiations, analyze terms and conditions, assess contractual and financial risk, work across functional teams, and operate effectively in a fast‑paced environment with shifting priorities.
  • Experience interfacing with the Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), and other external stakeholders in support of audits, fact‑finding, and proposal reviews.
  • Advanced academic credentials or professional certifications such as a Master of Business Administration (MBA), Juris Doctor (J.D.), Master’s Degree, or certifications from the National Contract Management Association (NCMA), International Association for Contract and Commercial Management (IACCM), or Defense Acquisition Workforce Improvement Act (DAWIA).
