About the role
Key responsibilities & impact- Participate in proposal pricing activities & Cost Volume Development by providing support for all phases of the proposal process - proposal development through negotiations.
- Compile cost, schedule and technical elements in the development of proposals in accordance with the Request for Proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR).
- Coordinate the collection and accumulation of cost, scheduling and performance elements from functional departments
- Analyzes BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data
- Research and analyze historical data to support proposal efforts
- Review cost input for reasonableness.
- Prepare and present internal management reviews up to the Director level in accordance with the proposal schedule
- Coordinate activities and participate in fact-finding meetings
- Participate in should-cost and pricing reviews with management and customer representatives
- Support DCAA proposal audits
- Participate as a member of the contract negotiating team
- Provide direction/functions as an advisor to subordinate teammates to meet all objectives required for proposal preparation and monitors daily operations
- Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions
Requirements
What you’ll need- Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience
- Experience with Proposal Development and/or Cost Volume Management
- Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals
- Experience with common industry pricing tools and technology such as but not limited to ProPricer, MS Office (specifically Excel), etc.
- U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
