About the role
- Represent the “face” of the Digital Technologies organization to the engineering community with respect to the engineering software portfolio.
- Establishes and implements software asset management and tools transformation strategies to drive standardization and cost efficiencies across the engineering software portfolio with respect to number of titles supported as well as overall reduced spend.
- Develops and owns the execution of long-term strategy (e.g., more than 3 years) and operational direction for the Raytheon engineering software tool portfolio consisting of thousands of software titles and an annual spend of > $100M.
- Achieve business results, which may require substantial development of new processes, standards or operational plans.
- Partner with Raytheon Engineering senior leadership, Finance leadership, RTX Corporate leadership, and external partners to establish, maintain, and enforce a defined list of business preferred engineering software tools and establish business processes for leveraging this list to optimize the portfolio and provide a robust ecosystem.
- Create an annual operating plan for the engineering software portfolio and track and regularly report status of the software portfolio spend to senior leadership and finance with the ability to forecast an accurate Estimate at Completion.
- Establish a robust risk and opportunity plan and track and report on all risks and opportunities associated with the engineering software portfolio.
- Establish and execute risk mitigation plans as well as opportunity capture plans in order to drive additional value into the portfolio.
- Transition the organization to a software asset management system with full visibility into the software portfolio, software entitlements, and be able to rationalize utilization/demand to the available licenses.
- Establish a catalog of all hosted engineering applications and provide a roadmap for optimizing the portfolio against business needs as well as managing obsolescence and technical debt.
- Define, implement, operate and report on key performance indicators (KPIs) and key risk indicators (KRIs) metrics related to engineering software and services.
- Report key risk and performance indicators and provide regular status updates to the senior leadership team.
- Serve as the Product Manager for the Digital Technologies Engineering Agile Release Train. This role works closely with the System Architect, Release Train Engineer, and Business Owners as leaders of the Agile Release Train (ART). Product Managers play a crucial role in aligning product strategy, vision, and roadmaps with customer needs and business objectives, fostering innovation and ensuring the delivery of new features.
- Responsible for creating global workforce and operating model to ensure availability of resources necessary to accomplish business results.

Requirements
- Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or an Advanced Degree in a related field and minimum 12 years’ experience.
- Experience leading teams in Information Technology, Engineering, or a related technology discipline.
- Experience in managing budgets and/or operating plans for technology related projects or programs.
- U.S. Citizen - U.S. citizenship is required, as only U.S. citizens are authorized to access information under these programs/contracts.
- Ability to influence others to accept practices and approaches, and ability to communicate and influence senior executive leadership.
- Ability to communicate with senior executive leadership regarding matters of strategic importance to the organization.
- Experience leading initiatives across stakeholders in different functional organizations.
- Ability to conduct briefings to senior leaders both within and outside of the job function.
- Ability to face problems and issues that are complex and multidimensional, requiring broad-based consideration of variables that impact multiple areas of the organization.
- Ability to extensively analyze problems to seek understanding of the underlying issue and root cause of the problem.
- Ability to improve upon entire processes or systems, leveraging on personal past experiences and in-depth understanding of best practices in the marketplace that may improve the competitive position of the organization.
- Ability to provide guidance and leadership to implement changes, which are transformational and have broad impact on the achievement of results for the organization.
- Ability to communicate with parties within and outside of own business unit/region and typically has responsibilities for communicating with parties external to the organization, which may include customers or vendors.
- An advanced degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 14 years of prior relevant experience.
- Broad and substantive knowledge of engineering software and tools.
- Strong proficiency in Microsoft Office products with experience in preparing presentations and presenting to executive leadership.
- Ability to leverage extensive professional network to form and influence complex teams.
- Leadership experience on a development program with significant engineering scope.
- Leadership responsibilities should include budgetary planning and execution.
- Earned Value Management System (EVMS) certification.
