About the role
- Conduct expert-level analysis of call detail records (CDR), device geolocation data, and communication metadata from multiple sources to identify behavior, routes, stops, meetings, communications, and criminal activity, to generate investigative leads, provide operational insights, and inform probable cause in support of criminal investigations.
- Learn and apply advanced analytic methodologies to conduct tactical pattern analysis, movement analysis, precise next-event prediction, interdiction opportunity analysis, and related predictive techniques to proactively identify patterns of behavior and movement of a target that can be leveraged for operational planning of enforcement actions or interdiction, often in near-real-time.
- Prepare and deliver timely and actionable tactical analysis products including geospatial maps, timelines, link charts, video productions, and concise analytical reports suitable for operational and legal audiences that will inform operational plans, investigative tactics, threat mitigation, or prosecution strategy.
- Rigorously analyze, evaluate, interpret, and deliver data-driven findings from relevant and diverse data sources including government data sets, court-authorized records, commercial vendor data, and publicly available information.
- Learn and maintain relevant subject matter expertise in analysis or investigation in support of federal law enforcement missions, including proficiency in analytic tools such as: Accurint (Zetx) Trax Investigative Suite, Cellular Investigation Subject Matter Expert (SME) certification, Accurint Virtual Crime Center (AVCC), TechSmith Camtasia or video production, ESRI ArcGIS mapping, i2 Analysts Notebook, cellular network and device hardware, and/or proprietary LexisNexis tools and databases.
- Strong understanding of legal and operational requirements for law enforcement and intelligence missions, including relevant title authorities, legal process, evidentiary standards, and court testimony.
- Communicate with credibility and integrity in engagements with senior officials, field operators, analyst teams, and legal personnel, and conduct briefs or testimony effectively in both technical and layperson terms.
- Work collaboratively in cross-functional and cross-agency initiatives with law enforcement and military operational customers and command leadership in an agency, inter-agency, or joint task force environment, often in high-security or classified settings, providing consultation, technical expertise, analytic work product, briefings, and professional testimony as a trusted representative of the Pattern Analysis capability in support of the customer’s unique mission set.
Requirements
- Must be a US citizen.
- Ability to obtain and maintain Top Secret security clearance with SCI eligibility.
- Bachelor’s degree required.
- Minimum 3 years of criminal investigative experience that includes legal process, search warrants, evidence handling, case management, and prosecution support.
- Verifiable experience providing testimony relying on technical evidence, including mobile devices, in support of criminal prosecutions in federal, state, or local courts.
- CJIS certification required, as described below.
- Complete additional government security background checks and compliance training as required for contract support.
- Ability to work up to full time at a secure government site, including shift-based or surge operations.
- Relocation to Washington DC/Northern Virginia/Maryland may be required.
- U.S. Passport or Real ID required for entry into federal facilities or air travel.
