About the role
Key responsibilities & impact- Serve as the lead Real Estate SME for FPS, guiding stakeholders through the complete strategic real estate lifecycle from portfolio planning and occupancy agreement strategy through space optimization, business case development, and executive briefing
- Draft and maintain strategic real estate plans aligned with FPS's mission and long-term objectives, including five-to-ten-year planning horizons
- Conduct portfolio analyses across approximately 180 offices and 820,000 square feet to identify opportunities for consolidation, cost savings, and improved space efficiency
- Forecast future space needs based on staffing projections, mission evolution, federal space utilization mandates, and real property disposition activity
- Support management and strategic alignment of approximately 280 occupancy agreements, ensuring compliance with federal regulations, lease terms, and FPS space-reduction initiatives
- Coordinate and advise on engagement with GSA and FPS stakeholders to align occupancy agreements with portfolio optimization and consolidation strategies
- Review and provide expert analysis on Client Planning Agreements (CPAs), Programs of Requirements (PORs), SF-81 Requests for Space, Market Surveys, and Rough Order of Magnitude (ROM) cost estimates
- Research and prepare business case analyses evaluating project feasibility, quantifying costs and benefits, and supporting governmental decision-making on relocations, consolidations, build-outs, and disposition actions
- Develop annual Cost Savings Analyses identifying realized and projected efficiencies across the portfolio
- Conduct space utilization analyses to identify underutilized areas, applying federal space utilization benchmarks and OMB / GSA standards to evaluate office layouts and recommend allocation adjustments
- Deliver recurring deliverables including the Five to Ten Year Plan, Real Property Capital Plan, Resource Allocation Plan (RAP), Exhibit 54 (Real Property) submission, Bi-Annual Master Plan, Quarterly Space Utilization Analytics Reports, Quarterly Portfolio Optimization Recommendations, and Annual Cost Savings Analysis
- Prepare and present Mission and Executive Briefings in support of real property requests and portfolio actions for FPS leadership and external stakeholders
- Track rent obligations, reconcile billing, and support occupancy agreement actions through the system of record (currently ServiceNow; transition to Tririga® or successor system as directed)
- Ensure compliance with Office of Management and Budget (OMB) directives, Federal Management Regulations (FMR), Federal Acquisition Regulations (FAR), Homeland Security Acquisition Regulation (HSAR), DHS regulations and directives, and GSA leasing and real property regulations
- Serve as the contractor team's regulatory authority on federal real estate matters; mentor and train contractor staff on applicable policies
- Perform on-site assessments to validate space conditions, evaluate efficiency, and inform portfolio-level recommendations
- Draft Standard Operating Procedures (SOPs) for recurring strategic real estate and occupancy agreement processes
- Provide weekly status updates and final summary reports on assigned activities, findings, and recommendations
- Comply with all DHS/FPS rules, regulations, safety, and security policies; complete required DHS IT Security Awareness Training and sign DHS Rules of Behavior
- Performs other related duties as assigned
Requirements
What you’ll need- Minimum of ten (10) years of progressively responsible experience in commercial or federal real estate — required
- Active Certified Commercial Investment Member (CCIM) designation — explicitly required; candidates without an active CCIM will not meet the minimum threshold
- Demonstrated expertise in real estate portfolio strategy, occupancy agreement management, lease analysis, and space optimization
- Working knowledge of GSA occupancy agreements, SF-81 Requests for Space, Programs of Requirements, Client Planning Agreements, and the federal leasing lifecycle
- Working knowledge of OMB, FMR, FAR, HSAR, DHS, and GSA real property and space utilization regulations and reporting requirements (including the Real Property Data Warehouse and Exhibit 54)
- Familiarity with federal real property and project management systems including ServiceNow and IBM TRIRIGA® (or comparable IWMS/CAFM platforms); familiarity with AutoCAD a plus
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
- Strong analytical, quantitative, and financial modeling skills, including cost-benefit and ROM analysis
- Clear written and verbal communication skills in English for advising senior government leadership, preparing executive briefings, and interfacing with GSA and DHS stakeholders
- Ability to prioritize competing deadlines and manage strategic workload in a hybrid federal environment
- Consistent attention to detail with the ability to identify and resolve discrepancies in real property data and occupancy agreements
- Demonstrated proficiency in oral and written communication, evidenced by experience preparing and delivering reports, analyses, business cases, and briefings to executive-level audiences
- Strong communication and stakeholder engagement skills at the senior executive level
- Ability to organize necessary resources, including people, tools, and time to meet tight deadlines and achieve desired results
