About the role

  • Drive PSE’s Procurement Transformation journey, leading key initiatives to optimize our organization, processes, and systems.
  • Champion the introduction of innovative solutions, including advanced technology and AI, to enhance how Procurement delivers across the company.
  • Evolve into leading Procurement Support Services teams and continuous improvement.
  • Deliver sustainable value through continuous improvement, process optimization and performance measurement and reporting.
  • Manage department of professional employees who work directly with business stakeholders, vendors, contractors, and other outside constituents to ensure procurement programs support PSE goals and strategies and ensure obligations are fulfilled.
  • Provide active leadership to grow Procurement capabilities through people, processes and technology to provide innovative and proactive solutions to the business.
  • Uphold the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities and promote a culture of total safety.
  • Provide coaching, feedback, and developmental opportunities and build effective teams; oversee training and development and ensure required training is completed.
  • Lead Procurement Transformation initiatives to improve organizational design, business processes, and service delivery.
  • Partner with IT and business stakeholders to enhance procurement technology platforms, implement automation/AI solutions, and optimize system usage.
  • Drive development of Procurement Support Services functions, including data management, analytics/reporting, process & policy, and training.
  • Collaborate with the Category Management/Sourcing and Contract Teams to ensure alignment of support services with strategic procurement objectives.
  • Develop and implement strategic plans, goals and objectives for the Procurement department; continue to progress efforts to transform People, Process, Technology aspects.
  • Build and maintain relationships with senior leadership across PSE to promote the value proposition of Procurement, ensure business needs are met, and influence spending decisions.
  • Deliver robust data and metrics to measure spend, process cycle times , and supplier performance to help inform business decisions and identify opportunities.
  • Define key performance indicators to measure the value and performance of the procurement department; evaluate results on regular frequency to determine needs for improvement.
  • Drive execution of supplier management process including segmentation, risk, performance and relationship for vendors used across PSE.
  • Ensure ability to fulfill materials and services needs across PSE in an effective manner that satisfies business requirements; leverage eProcurement technology and industry best practice.
  • Drive timely resolution of buying and invoicing issues and clear communication throughout.
  • Deploy and maintain resources, tools and technology that best supports Procurement activity from end-to-end and meets the business expectations.
  • Establish a clear governance framework and decision authority for procurement processes; drive consistency, incorporate best practices and provide clarity on processes, policies, and procedures.
  • Performs other duties as assigned.

Requirements

  • Bachelor’s degree in finance, supply management, business administration or other related field; or equivalent combination of education and experience may be substituted.
  • 8-10+ years of experience in one or more of the following skills: Strategic Planning, Source-to-Pay, Procurement Process/Governance, Spend Analytics, Category Management, Strategic Sourcing and Supplier Management.
  • Proficient with Microsoft Office Suite.
  • Excellent verbal and written communication skills.
  • Presentation and negotiation skills.
  • Exceptional interpersonal and communication skills to work effectively with the team and all levels and areas of the organization.
  • Strong understanding of procurement governance, processes and policies.
  • Analytical and interpretive skills to recognize, comprehend and assess data, complex issues, and industry information.
  • Excellent customer service, problem solving and decision making skills.
  • Negotiation skills and demonstrated conflict resolution skills.
  • Demonstrated ability to handle multiple tasks and assignments simultaneously.

  • Strong knowledge of commercial law, negotiations, and risk management.

  • Desired: 10-15+ years of experience in Sourcing Direct/Indirect Spend, OR Procurement Leadership.
  • Desired: Experience in Organizational Transformation.
  • Desired: Familiarity with eProcurement Source-to-Pay tools.
  • Desired: Experience working in a utility.
  • Desired: Advanced degree (preferably a JD or MBA).
