About the role

Key responsibilities & impact
  • The Junior Developer will work under the direction of the Lead Developer and Solution Architect to support development and modernization activities including: Contributing to agile sprint-based development of new capabilities including inspection submission workflows, firm information management, sample data exchange, and assignment management modules.
  • Supporting the migration and replatforming of legacy Oracle-based systems to a modern technology stack deployed on FDA AWS GovCloud.
  • Developing and maintaining RESTful APIs and microservices, including migration of existing Oracle Service Bus services to containerized Spring Boot microservices.
  • Participating in the establishment and maintenance of CI/CD pipelines using GitLab, Jenkins, and FDA-approved DevSecOps tooling, including infrastructure-as-code (IaC) and automated testing frameworks.
  • Contributing to frontend and portal UI development to support 508-compliant, responsive user interfaces for FDA staff and state regulatory partner users.
  • Assisting with database migration efforts, including schema mapping and data preparation activities related to the database consolidation onto AWS RDS.
  • Leveraging agency-approved Artificial Intelligence (AI) tools to assist in requirements analysis, code generation, automated testing, and documentation creation.
  • Participating in code reviews, architecture design reviews, and peer reviews in accordance with FDA standards and FDA EPLC processes.
  • Writing clear and concise technical documentation, including user stories, acceptance criteria, and technical specifications, uploaded to the FDA SharePoint repository within three business days of creation.
  • Ensuring all developed software complies with Section 508 accessibility standards, OWASP secure coding best practices, and FDA security and privacy requirements.

Requirements

What you’ll need
  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field, or equivalent combination of education and experience.
  • One to three years of hands-on software development experience, including internships, academic projects, or professional work.
  • Proficiency in at least one object-oriented or modern programming language such as Java, Python, or JavaScript.
  • Foundational understanding of RESTful API development and web services concepts.
  • Basic familiarity with cloud platforms, with preference for Amazon Web Services (AWS).
  • Ability to work in an Agile/Scrum development environment and contribute to sprint planning, daily stand-ups, and retrospectives.
  • Strong communication skills and ability to collaborate effectively with cross-functional teams, including business analysts, testers, and government stakeholders.
  • Solid grasp of core programming concepts (variables, loops, functions, data structures), familiarity with at least one or two languages/frameworks relevant to your stack, basic understanding of version control (Git), ability to read and understand existing code (not just write new code), some exposure to databases and basic SQL queries, and awareness of debugging techniques and how to troubleshoot errors.
  • Willingness and eligibility to obtain a Tier 2 (Moderate Risk) background investigation and FDA Personal Identity Verification (PIV) Card.
  • Must have resided in the United States for at least three of the past five years (required for background investigation eligibility).
  • Demonstrated familiarity with Artificial Intelligence (AI) and AI-enabled development tools is required for this position.
  • Experience applying AI/ML algorithms for data validation, anomaly detection, or workflow optimization is expected.
  • Candidates should also be prepared to document and track AI tool usage, including efficiency gains and cost savings, in accordance with program reporting requirements.
  • Familiarity with Large Language Models (LLMs), AI-assisted requirements analysis, or automated test generation is a plus.
