About the role
Key responsibilities & impact- The Mid-Level Business Analyst supports all phases of Development, Modernization, and Enhancement (DME) and Operations and Maintenance (O&M) tasks, including but not limited to the following:
- Requirements Gathering and Documentation - Collaborates with FDA business stakeholders, program teams, and state regulatory partners to elicit, analyze, and document business, functional, technical, and non-functional requirements for system capabilities in alignment with program-level priorities. Produces requirements specifications that are complete, correct, and understandable, and maintains requirements traceability across the project lifecycle.
- Business Process Analysis and Reengineering - Supports analysis of current workflows — including identifying inefficiencies, redundancies, and data quality gaps. Assists in documenting reengineered business processes and developing prioritized implementation recommendations for the Contracting Officer's Representative (COR) and business stakeholders.
- User Story and Backlog Management - Develops user stories, acceptance criteria, and epics in JIRA/ALM in collaboration with the Lead Business Analyst, development team, and FDA product owners. Participates in sprint planning, backlog grooming, and release planning activities to ensure requirements are clearly defined and prioritized prior to development.
- Stakeholder Engagement - Facilitates and participates in requirements gathering sessions, working group meetings, cross-team collaboration meetings, and User Acceptance Testing (UAT) activities with FDA internal stakeholders and external state regulatory partners. Documents meeting minutes and action items and tracks them through closure.
- UAT Support - Assists with the development of test scripts, test cases, and UAT planning materials. Coordinates with state partner representatives and FDA stakeholders during UAT activities and helps triage defects and resolution activities in collaboration with the testing and development teams.
- AI-Enhanced Requirements Support - Leverages agency-approved AI tools to assist with requirements analysis, user story generation, meeting transcription and summarization, and documentation creation in accordance with FDA-approved AI integration standards.
- Documentation and Reporting - Contributes to deliverable preparation including weekly status reports, monthly status reports, Project Management Plan updates, Interface Control Documents (ICDs), user guides, release notes, training materials, and EPLC artifacts as required by each release's Project Process Agreement (PPA).
- Cross-Team Coordination - Collaborates with downstream service teams to assess impacts, validate integration requirements, and support end-to-end testing and business rule validation activities.
Requirements
What you’ll need- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field. Relevant experience may be considered in lieu of degree.
- Minimum 3–5 years of experience in a business analyst role supporting IT system development, modernization, or integration projects.
- Demonstrated experience eliciting and documenting business and functional requirements, user stories, and acceptance criteria in Agile development environments.
- Proficiency with requirements management and project tracking tools such as JIRA or ALM.
- Strong written and verbal communication skills with the ability to effectively engage with technical teams, federal government clients, and non-technical stakeholders.
- Experience supporting or participating in User Acceptance Testing (UAT), including development of test scripts and defect tracking.
- Familiarity with Agile/Scrum methodologies and the Software Development Life Cycle (SDLC).
- Ability to work independently and collaboratively in a fast-paced, multi-contractor federal IT environment.
- Must be a U.S. citizen or permanent resident eligible to obtain a Public Trust / Moderate Risk background investigation (Tier 2) and complete all required FDA onboarding requirements, including FDA Non-Disclosure Agreement (FDA Form 3398).
- Must be willing and able to complete all mandatory FDA security awareness, privacy, and records management training prior to beginning work, and annually thereafter.
- Prior experience supporting FDA, HHS, or other federal regulatory agency IT programs is preferred.
- Familiarity with federal or public health data systems is preferred.
- Experience with regulatory data exchange platforms, API-based integrations, or web portal applications is preferred.
- Knowledge of FDA Enterprise Performance Life Cycle (EPLC) processes and artifacts is preferred.
- Experience with business process reengineering (BPR) methodologies is preferred.
- Familiarity with AWS cloud environments, DevSecOps practices, or cloud migration projects is preferred.
- Experience using AI-assisted tools for documentation, analysis, or user story generation is preferred.
- CBAP, PMI-PBA, or other recognized business analysis certification is preferred.
