About the role
- Collaborate with internal departments (e.g. Finance, Tech, Programs, Affiliates) to understand their purchasing needs, specifications, and timelines for tactical buys.
- Serve as a primary point of contact for supplier communications related to specific sourcing events, orders, and operational issues.
- Support the Procurement team in implementing sourcing strategies by executing defined tactical buying processes.
- Build and maintain effective working relationships with internal stakeholders and suppliers to ensure smooth Procurement operations.
- Assist in educating internal users on Procurement processes and systems.
- Manage the end-to-end tactical sourcing process for assigned goods and services, including supplier discovery, requirements gathering, and market assessment for specific needs.
- Develop and issue RFQs, RFPs, and RFIs for tactical purchases; analyze supplier responses, and make recommendations for awards.
- Negotiate pricing, payment terms, delivery schedules, and other contractual terms with suppliers to achieve favorable outcomes and secure best value.
- Create and manage purchase orders in the procurement system, ensuring accuracy and compliance with established contracts and policies.
- Monitor supplier performance for tactical buys, address and resolve issues related to order discrepancies, quality, and delivery.
- Maintain accurate and organized procurement records, including supplier information, quotes, purchase orders, and contract details.
- Identify opportunities for cost savings and process improvements within the tactical sourcing scope and contribute to their realization.
- Support the analysis of spend data to identify opportunities for consolidating purchases or improving terms.
- Ensure compliance with PPFA’s procurement policies, ethical standards, and any applicable regulations.

Requirements
- Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field, or equivalent practical experience is required.
- Proficiency in using G Suite and/or Microsoft Office Suite (especially Excel) is required.
- Excellent organizational skills with a keen attention to detail and the ability to manage multiple priorities effectively
- Strong communication (written and verbal) and interpersonal skills with an ability to interact professionally with diverse stakeholders and suppliers
- Analytical and problem-solving skills with the ability to assess options and make sound procurement decisions
- Ability to work independently as well as collaboratively within a team environment
- Commitment to process improvement and delivering high-quality results
- Demonstrated experience in supplier discovery, running RFQ/RFP processes, and negotiating pricing and terms for goods and services is strongly preferred but not required.
- At least 3 years of experience in a procurement, purchasing, contracting, or tactical sourcing role is preferred but not required.
- Procurement-related certification (e.g., CPSM, CSCP, C.P.M.) is a plus but not required.
- Strong understanding of procure-to-pay (P2P) processes and best practices is preferred but not required.
- Proficiency in using procurement software and ERP systems (e.g., Oracle, SAP, Workday) is preferred but not required.
