About the role
Key responsibilities & impact- Portfolio Financial Management
- Lead financial oversight for a $200M federal program spanning base and multiple option periods and task orders
- Manage budgets, forecasts, and funding allocations across dozens of concurrent projects
- Ensure alignment between funding, contract scope, pricing structures, and execution across the full portfolio
- Pricing and Financial Structuring
- Lead all pricing functions across the program, including support for base and optional work
- Develop pricing models for task orders and optional scope, including fixed price, time and materials, and cost reimbursable structures
- Support negotiation of rates, pricing assumptions, and financial terms with internal leadership and government stakeholders
- Ensure pricing strategies align with contract requirements, funding constraints, and program profitability targets
- Multi Project and Task Order Oversight
- Track and manage financial performance across simultaneous workstreams with varying scopes, timelines, and funding structures
- Establish mechanisms to roll up financial data into a cohesive program level view
- Ensure accurate allocation and tracking of costs at the project, task order, and contract level
- Subcontractor Financial Management
- Oversee financial management of multiple subcontractors, including tracking spend, invoices, and funding utilization
- Ensure subcontractor pricing and costs are aligned with contract terms, negotiated rates, and approved funding
- Partner with procurement and program leadership to maintain financial control across all partners
- Compliance and Financial Controls
- Ensure compliance with FAR, contract requirements, and agency financial policies
- Maintain strong financial controls across all projects, pricing activities, and subcontractor engagements
- Support audits, financial reviews, and reporting requirements with accuracy and completeness
- Cost, Risk, and Performance Management
- Monitor burn rates, cost variances, and funding gaps across the portfolio
- Identify financial risks across projects and pricing structures and proactively implement mitigation strategies
- Support EVM or equivalent financial performance tracking where applicable
- Reporting and Stakeholder Communication
- Deliver clear and accurate financial reporting at the project, portfolio, and executive levels
- Provide insights to the Comptroller and Program Leadership to support decision making
- Serve as a key liaison for financial matters, including pricing and funding discussions, with government stakeholders
- Process and Structure
- Establish and enforce financial management and pricing processes that scale across multiple projects and teams
- Bring consistency and discipline to financial tracking, reporting, forecasting, and pricing governance
- Continuously improve financial operations to support program growth and complexity
Requirements
What you’ll need- 5+ years of federal financial management experience
- Proven experience managing finances and pricing across large and complex federal programs valued at $50M+ with multiple task orders or workstreams
- Demonstrated experience developing pricing for fixed price, time and materials, and cost reimbursable work
- Experience managing financial operations across dozens of concurrent projects
- Experience overseeing subcontractor financials and pricing in multi partner delivery environments
- Strong knowledge of FAR, federal budgeting, and contract types including T&M and FFP
- Expertise in financial reporting, forecasting, cost control, and pricing strategy at both project and portfolio levels
